MR. CHOI (in Cantonese):-Can I ask Mr. Lo whether he thinks that we had enough lifeguards to man all the beaches and swimming pools in the past year?
MR. Lo (in English):--I believe they were adequate for providing protection to swimmers.
MR. CHOI (in Cantonese):-I understand that the Auxiliary Medical Service has some 600 odd qualified lifeguards and I also know that they have come first in the lifeguards' competitions in the past 3 years. So would it be possible to use more of these lifeguards in the next year?
MR. Lo (in English):-Mr. Chairman, we would certainly be very pleased to accept them.
MOTIONS
(1) DR. THE HON. HENRY H. L. Hu, CHAIRMAN OF THE HAWKERS SELECT COMMITTEE, moved the following motion (in English):
"RESOLVED that the Hawker (Permitted Area) (Amendment) Declaration 1977 be made under By-law 4(1) of the Hawker By-laws."
He said: Mr. Chairman, as Chairman of the Hawkers Select Committee, I rise on the motion standing on my name:
"THAT the Hawker (Permitted Area) (Amendment) Declaration 1977 be made under By-law 4(1) of the Hawker By-laws."
This amendment to the Schedule to the Hawker (Permitted Area) Declaration 1975 revokes the setting aside of a section of Shum Chun Street from its northern end to its northern junction with Argyle Street as a Hawker Permitted Area. The main part of the area has been allocated for development as a power sub-station to meet the growing demand for electricity supply in the Mong Kok District, while the remainder of the area is reserved for the construction of a refuse collection point. The area has been cleared of hawkers and is no longer a Hawker Permitted Area.

(2) MRS. GRACE HO, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, moved the following motion (in English):-
"RESOLVED that the Public Cleansing and Prevention of Nuisances (Amendment) By-laws 1977 be made under section 15 of the Public Health and Urban Services Ordinance Cap. 132."
She said:- Mr. Chairman, as the Chairman of the Environmental Hygiene Select Committee, I rise on the motion standing in my name:-
"That the Public Cleansing and Prevention of Nuisances (Amendment) By-laws 1977 be made under section 15 of the Public Health and Urban Services Ordinance Cap. 132".
The purpose of these amendments is to make the existing legislation more practical to enforce by:
firstly, making it no longer an offence on the part of the person in charge of a dog if it urinates in a street or public place, because it is not practical to prevent this happening or to clean up afterwards, and
secondly, making it clear that if a person in charge of a dog which deposits faeces in a street, public place or common parts of a building, or urine in the common parts of a building, wishes to avoid committing an offence by cleaning up, he must do so before leaving the scene.
