(2) MRS. E. ELLIOTT, CHAIRMAN OF THE LIBRARIES SELECT COMMITTEE, moved the following motion:
"RESOLVED that the Urban Council adopts the Listening Library Fees Notice 1978."
She said (in English):-Mr Chairman, as Chairman of the Libraries Select Committee, I rise on the motion standing in my name.
In the new listening libraries at Yau Ma Tei and Kwun Tong, facilities have been incorporated for two persons to be able to listen to the same recording simultaneously. This has been done in order to maximize usage of the facilities provided in these listening libraries, and hence make the service available to more persons.
The purpose of the Government Notice is to enable the Council to charge per capita fees for simultaneous listening, as the existing Notice, which was devised for the listening library at the City Hall, is inadequate for this purpose.

CHAIRMAN (in English):-Mr. CHAN, will you please be seated, unless you now rise on a point of order? There is no "Any Other Business" on the agenda of a formal meeting such as this one.

MR. CHAN (in English):--The point of order is that, Mr. Chairman, for many meetings you do have a communication under Standing Order 19(1)(d) to receive such communication and the Chairman may decide to lay before the Council.
CHAIRMAN (in English):-But that was not your first point of order. It was about "Any Other Business". (Laughter). Please state it.
MR. CHAN (in English):-But because there is no "Any Other Business" in the agenda, that is why I raise it under Standing Order. CHAIRMAN (in English):-There is never "Any Other Business" on the agenda of a formal meeting. (Laughter)
MR. CHAN (in English):-In that case, anyway, the communication laid before this Council by you, Sir, is the only paper that we do not have a written copy, either today or later. Can you see that after the meeting, or during the meeting, we do have a text as all other motions and speeches, which as far as possible, that we can follow your speech while it goes along.
CHAIRMAN (in English):-Mr. CHAN, I will ask the Secretary to ensure that you do not miss such papers in the future which everybody else gets without fail. (Laughter)
