Beaches (d)

(i) To ensure the proper conservation and use of all gazetted beaches in the urban areas.

Swimming Pools (e)

(i) To ensure the proper utilization of and Urban Council swimming pools in the public interest, and to maintain cleanliness of all pools at a high level, by vigilant supervision and the proper and controlled use of mechanical and chemical processes to ensure compliance with the highest safety standards.

(ii) To push ahead vigorously with the swimming pools programme so as to obtain the provision at the earliest possible date of the maximum number of swimming pool complexes under Government approved plans of one pool complex to each 250,000 of the population. To build other swimming pools wherever this becomes possible or specially desirable, either by donation or arising from Government proposals for providing additional pools and to ensure that these come up to approved planning standards.

(iii) To maintain and improve water safety at Urban Council swimming pools so as to save lives, by the proper provision of rescue equipment, by improving the training programmes for lifeguards, by exercising a vigilant and continuous watch for swimmers getting into difficulties, and by increasing public awareness through publicising water safety rules via the press, prominent notice boards, and through promotional pursuits as part of the Urban Council "Learn to Swim" courses.

12. Planning & Development

(a) Within the Urban Council's financial scope, to evolve a general planning policy for the Council's capital works programme and to ensure, as far as possible, that land provided for use by the Council and the building programmes of the functional Select Committees are in conformity with this policy.

(b) To ensure that development of the Council's capital works programme, including those projects to be financed by the Government under the terms of the Memorandum of Administrative Arrangements and the Switch-financing arrangements between the Council and the Government, proceeds as quickly as possible within the limitations imposed by land availability, staff and financial resources, and planning capacity.

(c) To co-ordinate the individual building programmes approved by the functional Select Committees, to draw up an overall order of priority for the implementation of these programmes and to incorporate all projects to be financed by the Urban Council into a continuing 10-year development programme for approval by the Council.

(d) To secure maximum utilization of sites reserved or allocated for use by the Council by reviewing the building requirements of the Urban Services regions and districts and identifying the most appropriate form of development of particular sites.

(e) To investigate alternative methods of undertaking the design and construction of projects to be financed by the Council, including the setting up of the Council's own Works Section or the use of private architects, within the terms of the Memorandum of Administrative Arrangements.
