licence still take place especially when the licensees are offered a considerable sum of key money. Recently, the ownership of a certain cooked-food stall in Mong Kok changed hands in a deal of $100,000.
After buying this stall, the new owner immediately started his "legal" business. The chairs and tables placed by him for doing business nearly occupied the whole street and his stall was always full of customers. Under the law, these tables and chairs cannot exceed a certain number, or else he may be fined for causing obstruction. However, this new owner chooses to ignore this restriction because the money he earned far exceeds the amount of fine imposed for placing excessive number of tables and chairs. Now, it is a far cry from those days when he was operating on an unlicensed basis at the risk of being jailed and fined.
