Administration
HONG KONG URBAN COUNCIL
URBAN COUNCIL
STATEMENT OF AIMS FOR 1977-78
(a) To examine all aspects of administration and staff establishment. (b) To recommend any necessary research into, and suggest improvements for, equipment, services and facilities.
(c) To provide the fullest possible information to the public on Council policies and activities, through authorised channels.
(d) To maintain an effective relationship with the news media, with all Government Departments and to co-ordinate publicity on behalf of the Council.
(e) To co-ordinate Council policy on publications on Council activities, as well as to ensure an acceptable format and presentation of Council publications.
(f) To promote public exhibitions and to foster interest in all areas of Council activity.
(g) To promote overseas visits for the benefit of the Council and the Department.
(h) To finalise new advertisement legislation; thereafter to recruit staff and to make the necessary arrangements to ensure that all advertising signs covered by the legislation meet the new legal requirements and are licensed and controlled.
(i) To approve the names of all new thoroughfares in the urban areas.
2. Cemeteries, Crematoria & Funeral Parlours

(a) Cemeteries
(i) To ensure optimum usage of existing cemetery land by exhuming deserted graves.
(ii) To improve the amenities and facilities in public cemeteries.
(iii) To exercise control over the management of private cemeteries. (iv) To keep under review legislation for the control of public and private cemeteries.
(b) Crematoria
(i) To encourage and promote cremation.
(ii) To provide additional cremation facilities and columbaria at the Cape Collinson Crematorium.
(iii) To press for the early reprovisioning of the Diamond Hill Crematorium.
(c) Funeral Parlours
(i) To reprovision the Oil Street Funeral Depot.
(ii) To press for the early allocation of funeral parlour sites for future development.
Cultural Complex and Hung Hom Indoor Stadium
(a) General
(i) To continue detailed planning of the Tsim Sha Tsui Cultural Complex;
(ii) To press for the completion of the entire project by 1982 at the latest.

(i) To work towards the completion of the Planetarium project in 1978; (ii) To continue the detailed planning of the Planetarium building; (iii) To create the necessary staff establishment for the planning and operation of the Planetarium;

(v) To commence the preparation of programme material for Planetarium shows.
(c) Hung Hom Indoor Stadium
(i) To work towards the completion of the Hung Hom Indoor Stadium project in 1979;
(ii) To continue the detailed planning of the Hung Hom Indoor Stadium; (iii) To create the necessary staff establishment for the planning and operation of the Indoor Stadium;
(iv) To arrange suitable training for the Indoor Stadium staff; (v) To commence planning of presentation of overseas groups in the Indoor Stadium after opening.
City Hall and Entertainments
(a) City Hall
(i) To promote the City Hall as the cultural centre of Hong Kong by means of suitable publicity on the wide range of cultural functions taking place at the City Hall;
(ii) To improve the existing facilities and services in the City Hall; (iii) To encourage the presentation of cultural programmes of a high standard and a wide variety by local cultural organizations;
(iv) To encourage young local artists to give public performances by offering the experience and facilities of the City Hall.
(b) Cultural Presentations
(i) To increase the accessibility of the performing arts to the public, especially young people, by organizing presentations of Western and Eastern music, drama, dance, films and other performing arts by local and international artists at low admission prices;
(ii) To promote and assist the Hong Kong Philharmonic Orchestra to become a fully professional body;
(iii) To promote an appreciation of Chinese music by presenting regular concerts of instrumental and vocal music and to set up a professional Chinese music orchestra;
(iv) To promote an appreciation of drama, to improve the standard of productions by local dramatic groups and to set up a professional drama group;
(v) To promote an appreciation of ballet and folk dances by presenting regular dance performances with a view to setting up a professional dance company;
(vi) To promote an appreciation of good quality films, both features and documentaries, by presenting regular film shows and film festivals;
(vii) To organize lectures, master-classes and workshop sessions on the various performing arts with a view to improving the standard of young local performers;
