QUESTIONS
(1) Mr. B. A. BERNACCHI asked the following question (in English):
Has the Council any plans to provide the residents of the Hip Wo Licensed Area with a suitable playground for the children as there is at present no available space for that purpose and children have to play around on the street which is obviously dangerous? I have been informed that there is at present a large space nearby which is being used by the Urban Services Department to store wooden carts etc. confiscated from unlicensed hawkers. Is the Council prepared to allocate a portion of this space to be used as a temporary park or a playground?
MR. KENNETH T. C. LO, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows (in English):
Mr. Chairman, the space measuring about 30,000 sq. ft., standing adjacent to the Hip Wo Licensed Area, is the Council's Sau Mau Ping Seizure Compound for storage of paraphernalia, hand-carts etc. confiscated during hawker operations. As this is the only proper Compound serving the whole of Kowloon, and is an essential facility towards the control of hawking, it is not considered desirable at this stage to allocate a portion of it for use as a park or playground.
Only 50 yards to the south of the Licensed Area, at the junction of Wan Hon Street and Hip Wo Street, there are two rest gardens with a total area of about 6,500 sq. ft. These two rest gardens are very popular with children in the area.
Over the medium term, the proposed Hiu Kwong Street Playground measuring about 2 acres and situated at the immediate south of the Licensed Area, will be providing facilities for both active and passive recreation; construction work is estimated to start in 1978-79. Also the proposed Sau Nga Road Recreation Ground measuring 7.2 acres and situated at the immediate north of the Licensed Area will provide a whole series of recreational facilities including a full-sized soccer pitch, a 400-metre running track, a rest garden and a small children's playground. Construction work on the project is estimated to start in 1979-80.

MR. BERNACCHI (in English):-Mr. Chairman, in other words, after the next approximately 3 years, the area will be sufficiently supplied with parks and playgrounds. But I wonder if the question of the immediate future could be referred to the Hawkers Select Committee for consideration of the proposal to set aside a part of the seizure compound for other more enterprising facilities. The areas of the rest grounds are very much less in total than one acre and are hardly sufficient for the number of children in that area.

(2) MR. B. A. BERNACCHI asked the following question (in English):
Has the Council any plans to install a few benches in Wan Chai Reclamation Area such as are along Gloucester Road so as to provide people, particularly the elderly, of that district with some resting sites during their morning walk?
MR. KENNETH T. C. LO, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows (in English):
Mr. Chairman, a dozen or so park benches will be installed shortly on the Wan Chai reclamation between Tonnochy Road and the Tunnel Approach Rest Garden for the use of the public. The majority of morning walkers congregate at the Tunnel Approach Rest Garden, where ample facilities including benches, are already provided by the Council.
Members may also wish to know that a large sitting-out area, to be known as the Gloucester Road Sitting-out Area, is at present under construction on the Wan Chai Reclamation and should be completed later this month.

(3) MR. R. H. LOBO asked the following question (in English):-
(a) May I know if our cleansing staff have been able to discharge their duties effectively and clean the areas under flyovers since some of these have been fully fenced by special railing, such as, the portion under the flyover at Gascoigne Road?
(b) Has any action ever been taken and/or being contemplated in regard to persons occupying and creating a mess under flyovers?
