"THAT the Public Conveniences (Conduct and Behaviour) (Amendment) By-laws 1977 be made under section 35 of the Public Health and Urban Services Ordinance, Cap. 132."

She said: Mr. Chairman, as the Chairman of the Environmental Hygiene Select Committee, I rise on the motion standing in my name.

That the Public Conveniences (Conduct and Behaviour) (Amendment) By-laws 1977 be made under section 35 of the Public Health and Urban Services Ordinance, Cap. 132.

The purpose of these amendments is to prohibit the use, other than for personal cleansing or the washing of clothes, of water supplied to a wash-hand basin, stand-pipe, or shower-bath in a public toilet, to prohibit the carrying away of water from public toilets for use elsewhere, and to prohibit interference with a water supply system in public toilets.

MRS. E. ELLIOTT (in English):-Mr. Chairman, I would like to ask before voting in favour of the motion, if this will include carrying away water for use in hawker bazaars because in some places, this is the only source of water supply for the hawker bazaars.

HO (in English): Mr. Chairman, I understand why this proposal was first brought up in the Environmental Hygiene Select Committee in December 1975 when my predecessor, Dr. HUANG, was in the chair. It was brought up because there was a lot of pilfering of water from wash basins in public toilets and under the Water Works

By-laws, there was a prohibition on taking water from flushing systems but none from the wash basins. That is the reason why the amendment is considered necessary.

CHAIRMAN (in English):-Ladies and Gentlemen I will now exercise my right of reply, under Standing Order 21 Section (17), on the motion:

"THAT this Council endorse the Statement of Aims for 1977."

To make Hong Kong a community of quality. This is the Council's ambition in essence. The Statement of Aims is what our select committees have pledged to do in the new year. It is not just a collection of resolutions, normally made at this time of the year, only to be soon forgotten, but a real challenge to be taken up in earnest by all concerned.

The Council

I congratulate Members on the excellent reports they made about what select committees are doing and what their aspirations are. I am obliged for the many opinions which have been put forward during the debate, all meant for the improvement of the Council's service to the community. With this eminently pragmatic approach, there will be another year of orderly progress through strong teamwork for the common good. Indeed, the Council's many-sided work has no other purpose but to better the lot of the people.

The Secretariat

Once again the Council has been truly well served for which thanks are due to the Secretary and his staff. In a year heavily occupied with the building of the new Chamber and Offices, the load of work necessarily increased in complexity. Much thought has even now to be given to the preparations. When the building is ready, Members will have every reason to be well satisfied with the arrangements.
