HONG KONG URBAN COUNCIL

the Council, as the Urban Council of Hong Kong, has the duty if some of these barber shops are carrying on this business as a cover for brothels to inquire into it and put a stop to it?

DR. HUANG (in Cantonese): - Mr. Chairman, according to what I know, the responsibility of the Urban Council is concerned only with hygiene and so-called "not-too-proper" businesses seems to be the responsibility of the Police or some other department. Mr. BERNACCHI could be more clear in terms of law. Here I would like to ask our legal experts to give us advice.

(5) MR. JOHN MACKENZIE asked the following question (in English):-

What is the total USD staff involvement, including General Duties Teams, in providing Hawker services, and how much does this now cost the Council? Following introduction of additional G.D.T.'s, what will be the ultimate cost per annum to the Council?

MR. HENRY H. L. HU, CHAIRMAN OF THE HAWKERS SELECT COMMITTEE, replied as follows (in English):

Mr. Chairman, the Estimated Expenditure for 1975-76 on Hawker Management is $20,996,818 as shown in the cost statement which I table.

The cost for the additional General Duties Teams is $3,814,007 for a total of 262 additional staff.

The Department and the Hawkers Select Committee will be shortly examining the structure of the General Duties Teams with a view to changing the supervisor/labourer ratio; it is hoped that there will be also a saving of staff and costs arising out of this exercise.

MR. MACKENZIE (in English):- Mr. Chairman, may I ask the Chairman of the Hawkers Select Committee to correct me if I am wrong, but I believe that the cost including these new teams will now be just under $25M per annum.

MR. HU (in English):- Correct.

MR. MACKENZIE (in English):- May I ask, if these two additional General Duties Teams are related to the extension of H.P.A. Scheme, if the Committee has done any exercise to estimate what additional costs will be involved should there be any further extension of the Hawker Permitted Area Scheme?

costs will be involved should there be any further extension of the Hawker Permitted Area Scheme?

MR. HU (in English):- I confirm that including the two General Duties Teams the cost is $24M. We should be very careful about increasing any General Duties Teams unless it is very necessary. Of course, we should be very careful to increase them because of the cost involved.

MR. MACKENZIE (in English):- Mr. Chairman, could I just clarify what I am suggesting. I am asking the Chairman to confirm if a cost exercise will be done in relation to any further extension or widespread extension of the scheme, as the additional amount of funds will reduce our surplus.

MR. HU (in English):- I think we will do that.

(6) MR. JOHN MACKENZIE asked the following question (in English):-

Are the toilet, shower, and changing facilities now adequate to meet public requirements at the major Hong Kong Island beaches? If not, what plans have been made to improve facilities, and how quickly will these be implemented?

MR. F. K. HU, VICE-CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows (in English):

Mr. Chairman, I am grateful for this opportunity to report the progress which has been made towards meeting the need for improved toilet, shower, and changing facilities at the main beaches on Hong Kong Island since Mr. Kenneth Lo replied to Mr. MACKENZIE's last question on this subject at the Urban Council meeting in February 1975.

While it would be premature to claim that facilities at all the main beaches are now adequate, considerable improvement has been made during the last four months. New beach buildings with toilets, showers, and changing facilities have recently been completed and brought into use at Middle Bay and South Bay; a new building at Stanley Main Beach is also complete and will be taken over by the department within the next few days.
