DR. DENNY M. H. HUANG (in Cantonese): - Mr. Chairman, Mr. Hu's reply mentioned that thousands of shoppers like to patronize hawkers in Tung Choi Street. I would like to ask Mr. Hu whether the legal claims of shopkeepers and residents should receive more attention or whether we should pay attention only to the convenience of shoppers?
MR. HU (in English): - Mr. Chairman, we take all people whose interests are involved into consideration and that certainly includes shopkeepers and the residents there.
DR. HUANG (in Cantonese): - Mr. Chairman, I do not mean only benefits to various people, but their legal rights. Perhaps Mr. Hu will agree that pedestrian pathways are meant for pedestrians and motor-ways for motor-cars. Since shopkeepers pay rent and rates, they have a legal claim to business and they should not be unduly affected by hawkers.
MR. HU (in English): - That they have legitimate rights and their rights should not be unduly crossed? But as I have said in my answer to the question, we take all interests into consideration.
MR. JOHN MACKENZIE (in English): - Mr. Chairman, has any formal representation been made to the Select Committee by residents and shopkeepers from Tung Choi Street or from other areas of the H.P.A., and will these be referred in due course to the Council?
MR. HU (in English): - I attach some importance to the word "formal". Of course the Select Committee formally interviewed the representatives at the beginning when we put the Hawker Permitted Area Scheme into practice. After that, informally, we received various letters, but no formal representation was made to the Select Committee.
MR. MACKENZIE (in English): - Could I perhaps re-phrase the question. Instead of formal representation, has any legal representation been made?
MR. HU (in English): - So far as I know, "yes".
MR. MACKENZIE (in English): - From Tung Choi Street or from other areas?

MISS CECILIA L. Y. YEUNG (in Cantonese): - Mr. Chairman, recently hawkers in Tung Choi Street did not remove their paraphernalia and all their goods are kept there overnight. I do not know whether the Hawkers Select Committee has paid attention to the fire hazard. The outbreak of a fire would affect the residents there and, secondly, a lot of electric wires are placed there and in the recent downpour, this may cause a hazard as well?
CHAIRMAN (in English): - While your supplementary question is not in any way connected with Standing Order 12(15) (Laughter), because it does not seek elaboration on any matter contained in either Question 1 or 2, I will, nevertheless, in the public interest, ask Mr. Hu to answer it.
MR. HU (in English): - This is one aspect of things which we really should take into consideration, and we already have taken notice of what Miss Cecilia YEUNG said and the proper action will be taken.
MISS YEUNG (in Cantonese): Recently the hawkers have not moved out and I do not know whether this is causing a problem in the cleansing of the street?
MR. HU (in English): - The hawkers have used to move away around half past eleven in the evening or little after midnight. The streets could then be cleaned and both cars and General Duties Teams could move in. But the recent development is different, the hawkers do not like to move away, so it has caused a problem of cleaning the street. This has also been taken into consideration. The proper action will be taken very soon.
DR. HUANG (in Cantonese): - In the public interest, I hope that the Chairman can permit me to ask the following question. Last week, in Tung Choi Street, I saw that the whole street was very filthy and I asked the hawkers and the shopkeepers and they told me that the street
