Mr. Chairman, this question concerns protective work to the rock and earth slope at the south-west corner of the Hong Kong Stadium.

Work on the rock face to make it safe will commence immediately after the completion of the Asian Cup Football games which will be not later than 7th July, 1975. The work is expected to take between 2 to 3 months to complete, during which time the stadium will normally be closed for maintenance in any case.

Sections 18 to 24 will require to be closed while work is carried out on the slope immediately behind them. As a safety measure, part of the road around the stadium has already been closed and revised procedures for entry and crowd control instituted.

MR. HU (in English):- Mr. Chairman, the construction work will be carried out this summer. When you said it would take between two to three months, it could be delayed for up to four months. If the work could be finished before the end of August, then it would be alright because the stadium would not be affected since the stadium will be closed in any case. If this work takes up to four months, that means the stadium will be closed for those seven sections for at least two months, and the number of spectators which could be accommodated in those seven sections is 6,300. That means, in one month, about 50,000 people will be denied opportunities of watching an interesting game there. So could I request through you, Mr. Chairman, that arrangement be made that as soon as the dangerous rock has been removed, the sections could be opened immediately before the construction work on the protective wall starts?

But in any case, I am advised that there will be no danger within the stadium itself. The danger is on the road outside and that part of the road has been closed. Mr. Chairman, this question concerns arrangements in respect of cancellation of City Hall bookings.

A hirer of any of the four major units of the City Hall, i.e. the Concert Hall, the Theatre, the Exhibition Hall and the Exhibition Gallery, is required to pay 25% of the hire charges in advance when his booking is confirmed. This amount is forfeited if the booking is subsequently cancelled.

The balance of the hire charge is payable two months before the date of use. This amount is forfeited if the booking is cancelled subsequent to the payment.

The City Hall management maintains a waiting list for each of the major units for each month of the year. Any facility becoming available as a result of a cancellation is offered to the applications on the relevant waiting list on a strict "first-come, first-served" basis.

If a cancellation takes place more than two months before the date in question, there is usually no difficulty in hiring out the facility to an applicant on the waiting list and thus there will be no loss in revenue.

If a cancellation takes place less than two months before the date of use, the full hire charges paid are forfeited and, even if the facility is not subsequently hired out to another user, there will be no loss in revenue.
