MOTION
(1) MR. EDMUND W. H. CHOW, CHAIRMAN OF THE FOOD HYGIENE SELECT COMMITTEE, moved the following (in Cantonese):
"THAT the Milk (Amendment) By-laws 1976 be made under section 56 of the Public Health and Urban Services Ordinance."
He said (in Cantonese):-Mr. Chairman, as Chairman of the Food Hygiene Select Committee, I rise on the motion standing in my name.
If adopted, the Milk By-laws will enable imported frozen pasteurized whole milk in bulk to be re-pasteurized with a mix of locally produced fresh milk.
There is no health objection to this re-heat treatment process which will not reduce the nutritional value of the liquid milk.
Sir, I beg to move.
DR. P. C. WONG (in English):-Mr. Chairman, I rise to second the motion.
MR. ALEX S. C. Wu (in English):-Mr. Chairman, I have a question. Will the milk melted from frozen milk be sold as fresh milk or re-constituted milk, and will it be so labelled?
MR. CHOW (in Cantonese):-Mr. Chairman, the answer to this question is that, legally, there is no such term as "fresh milk". It will be termed simply as "milk". Whether there is any specific labelling, this will be answered after the Select Committee has held a meeting.
