It is the opinion of the Libraries Select Committee that the time is now opportune for the commencement of such a service. Not only has there been an appreciable growth in interest in music and musical activities in Hong Kong in recent years, but gramophone records and cassettes have enormously increased their repertoire of good music, and are now an important means of fostering and increasing musical appreciation in the community. Indeed, gramophone records and tapes have now become an indispensable part of public library service internationally; the purpose of these minor amendments is to enable the Council to operate a record listening library.

FAREWELL TO HON. LO TAK-SHING
CHAIRMAN (in English): -Before we adjourn, I would like to say how sorry we are to see Mr. T. S. Lo leave us. Mr. T. S. Lo has been a Member of this Council since April 1970 and has served as Chairman of the City Hall Select Committee. In this period as Chairman, he has done great work in revising the charges very carefully and in setting up new procedures for the administration of the City Hall. All these procedures are now in force; they make for a better administration of our affairs there and ensure fair play too. Mr. Lo takes away with him our best wishes for continued success in all his endeavours.
