HONG KONG URBAN COUNCIL

we followed the right procedure, correct me if I am wrong, that should be raised in open meetings. But before that, it has to be discussed thoroughly if one Select Committee or in the Standing Committee of the Whole Council, otherwise our meeting will last longer than 24 hours, because in each Member might raise many matters in an open meeting and he or she might take a very long time to re-discuss the same question which was discussed in the Select Committee or the Standing Committee of the Whole Council.

MISS CECILIA YEUNG (in Cantonese): -Mr. Chairman, first I have to say that from the motion raised by Mr. Kenneth Lo, I recall that a motion raised by me was objected to in the Standing Committee of the Whole Council. Just like Mr. TSIN has just said, a motion should be discussed first in the Standing Committee of the Whole Council. I would like to know, as the Standing Committee of the Whole Council is being held once every 2 weeks, so in between there is no Standing Committee of the Whole Council and the question could not be discussed. The motion I raised was at a right time when the Standing Committee was being held, so that was discussed. But the Standing Committee of the Whole Council is not an open meeting and I think matters concerning the public should be discussed publicly and that's why I would like to support the views of Mr. BERNACCHI.

DR. DENNY M. H. HUANG (in Cantonese):-Mr. Chairman, I support Mr. Lo's motion and also want to clarify. I want to remind Miss YEUNG that during the past four years, when we discussed the question of food caterers, she had never raised her objection. I feel that if she has any objection, she should raise this during the past years and should not wait until this has been passed by the Whole Urban Council. This is purely for publicity.

MR. PETER C. K. CHAN (in Cantonese):-What we are discussing now is amending the regulation for changing rooms in public swimming pools; forbidding children of above eight years of age to enter the changing room of the opposite sex, but we are now on the question of food caterers. But I feel that food caterers do not have a lot of connection with changing rooms, but food caterers is a question we will have to discuss sooner or later. I feel that we should not allow children of twelve years of age to enter the dressing room of opposite sex. I support the motion.

CHAIRMAN (in English):-I was expecting that an amendment would have been made to allow food caterers below the age of twelve to enter the ladies changing room. (Laughter). Does any other Member wish to take the floor? If not, I would ask Mr. Kenneth Lo to exercise his right of reply. Mr. Kenneth Lo.

MR. KENNETH LO (in English): Mr. Chairman, I think I'll waive my right of reply. (Laughter)

CHAIRMAN (in English):-Thank you. Now, are you ready for the vote? All those in favour of the motion proposed by Mr. Kenneth Lo, seconded by Mr. F. K. Hu, please raise your hands. Against? Carried. Miss YEUNG is against the motion to amend the by-law.

ADJOURNMENT-4.40 P.M.

CHAIRMAN (in English):-Now Council stands adjourned until Tuesday, 13th August 1974, at 4.00 p.m.
