Disciplined services' pay

Your editorial on May 10 mentioned two points in particular on the pay of the rank and file of the disciplined services. May I reply as follows:

(1) "It would help in future if all branches of the disciplined services were considered together, not necessarily to achieve uniformity in salaries, but to avoid delays in announcing new pay scales."

That is exactly what we shall do on future occasions. The reviews in progress of each branch have established formulae taking account of various factors.

These exhaustive reviews, which were done with the co-operation of the management and staff concerned could not be done overnight, being part of a two-year cycle of reviews of the whole public service.

But once the formulae are established future reviews are very much a matter of calculation based on the formula.

(2) "Why could not the salaries of the Hawker Control Force and Immigration Assistants have been considered at the same time?"

The review cycle mentioned above includes these groups. The review of the Hawker Control Force is well advanced, but it was decided not to hold up action on the other disciplined services until it was finalised. The Commandant of the Force is aware of this.

The position of Immigration Assistant is also under review, but I should point out that they are not a disciplined service in the same sense as the others mentioned: their work is in several ways different.
