HONG KONG URBAN COUNCIL
I would join the Committee again to work with Mr. Hu. In the past, Mr. Hu had visited a lot of these streets and studied every particular case. I have been with him on a number of occasions. I think we should support the amendment of this Law so that we show the shop-keepers and the motorists that we are trying to do our best to improve their conditions, to solve their conflicts of interests.
(Dr. P. C. WONG left the meeting at this point.)
MR. TSIN SAI-NIN (in Cantonese):-Just on a point of clarification, what I mean by reservation is that I feel that this scheme will not be successful. I am not doing this because I am afraid of doing things.
MR. HENRY H. L. HU (in English):-Mr. Chairman, as I have answered a lot of questions at the beginning of this meeting, I am not going to reply to them in detail. But I must say that I thank Mr. Peter C. K. CHAN for his support for the motion, and I welcome Mr. CHAN to join our Hawkers Select Committee so that we could work together more closely and have his guidance about this matter. I also share the points made by Mr. MACKENZIE and Mrs. ELLIOTT, they are all very good points and we, the Hawkers Select Committee would take those points into careful consideration. I also share the point raised by Mr. SIN as he is very sincere on all these points and we also take them into very careful consideration. I also share the feelings of Mr. TSIN, Mr. CHAN and Dr. WONG about the reservations they have. I personally must be very honest and say that I am not entirely without reservations. But since I am the Chairman, I want this scheme to be a success. Therefore, I do my best for the scheme. Thank you for the support of this motion.
The question was put.
The motion was carried with 10 for, 1 against and 4 abstentions.

Mr. SIN has impressed us by the way he has made thorough preparations for the meetings of the Food Hygiene Select Committee where there were various difficult problems. His sincerity of purpose as well as his integrity has caused us to admire the way he conducted those meetings and also intervened in our other discussions. So, in bidding him "all the best in the years ahead" let us also hope that perhaps one day we might see him back in our fold. (Applause).
MR. CHARLES C. C. SIN (in English):-Mr. Chairman, I am very grateful for your remarks and I am one of those who were fortunate enough to serve this Council under the leadership of the two most distinguished chairmen. I am, of course, referring to the able and popular retiring Director of Urban Services, David ALEXANDER and, Sir, yourself, a singularly fair-minded man and the first Unofficial Member of this Council elected to the office of Chairman by Members of this Council. To my colleagues, I want to tell them that I have enjoyed working with them in this Council though, at times, we may have had different views. Of course, we realize that all of us have one common purpose, that is to serve the people of Hong Kong to the best of our ability. I want to thank the staff of Urban Council and of the Urban Services Department for their service and co-operation. In particular, I would like to take this opportunity to thank the hardworking and efficient Secretary, Mr. Jack TINSON, who has always been extremely helpful and considerate to us Members of this Council. In bidding you all farewell, I want to wish you all continued success in whatever you undertake. I will not forget you, I will always watch your progress with deep interest from the side lines. And as a result of my experience in this Council, I will watch it with sympathy and understanding. Mr. Chairman, Ladies and Gentlemen, thank you! (Applause).
FAREWELL TO MR. CHARLES C. C. SIN
CHAIRMAN (in English):-Before we adjourn today's meeting, it is my duty, not a happy one, to say good-bye to a Member who has been our colleague for four years, Mr. Charles SIN. Mr. SIN has chosen not to seek re-election; he is leaving us on 31st March, 1975. We respect his wish and his reasons, and we thank him for all the work he has done in the Council in all these four years. We wish him abundant success and happiness in all his endeavours in the future.
ADJOURNMENT — 5.29 P.M.
CHAIRMAN (in English):-Council stands adjourned until Tuesday, 8th April, 1975 at 4.00 p.m.
