MOTIONS

(1) MR. R. H. LOBO, CHAIRMAN OF THE MARKETS AND ABATTOIRS SELECT COMMITTEE, moved the following motion (in English):–

"THAT the Abattoirs (Amendment) (No. 2) By-laws 1975 be made under Section 77 of the Public Health and Urban Services Ordinance, Cap. 132."

He said: Mr. Chairman, as Chairman of the Markets and Abattoirs Select Committee, I rise to move the motion standing in my name:

"THAT the Abattoirs (Amendment) (No. 2) By-laws 1975 be made under Section 77 of the Public Health and Urban Services Ordinance, Chapter 132."

Briefly, the main intention of these By-laws is to introduce a revised scale of fees for the early morning slaughter of cattle at the Cheung Sha Wan Abattoir and, if required at a future date, at the Kennedy Town Abattoir.

Sir, I beg to move.

MR. PETER P. F. CHAN (in English):-Mr. Chairman, I would like to second the motion.

MR. CHARLES C. C. SIN (in English):--Mr. Chairman, just on a point of clarification. I would like to know what is "close of working hours"? What time would that be?

MR. LOBO (in English):-I think the schedule you require is attached to your paper. It gives you the By-laws. It gives you 5.30 a.m. to 7.00 a.m. and so on.

MR. CHARLES C. C. SIN (in English): --Yes, I am afraid my question is 7.00 a.m. to close of working hours. What hour would that be?

MR. LOBO (in English):-Until the thing is done. Quite often it goes on until 11.30 a.m.

The question was put.

The motion was carried unanimously.

(2) MR. KENNETH T. C. Lo, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, moved the following motion (in English):-

"THAT the Public Swimming Pools (Amendment) By-laws 1975 be made under Section 42 of the Public Health and Urban Services Ordinance, Cap. 132.”

He said:-Mr. Chairman, the purpose of the amendment to By-law 10 is to amend the fees payable by persons using public swimming pools as a result of the proposed introduction of shorter sessions at cheaper rates. The Recreation & Amenities Select Committee has decided to limit the number of persons to be admitted into public swimming pools at any one time to reduce health and safety risks. In order to meet the normal demand for public swimming facilities, it is necessary to introduce more sessions to allow a greater turnover of swimmers using the pools each day. The Standards (Swimming Pools) Sub-Committee has recommended the introduction of two one-and-a-half-hour (1½ hour) sessions and three three-hour (3-hour) sessions and it is proposed that cheap rates for adults should be charged during the one-and-a-half-hour (1½ hour) sessions.

The amendment has received the support of both the Recreation & Amenities and Finance Select Committees as well as the Standing Committee, and I now move that the amendment to By-law 10 in the Public Swimming Pools (Amendment) By-laws 1975, be made Law.
