(9) MR. H. M. G. FORSGATE asked the following question (in English):-
How is the progress on swimming pools now under construction? When will work start on other pools in the P.W.D. programme? Have any pools considered desirable by the R. & A. Select Committee, been omitted from the P.W.D. programme because of funds?
MR. KENNETH T. C. LO, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows (in English):-
This question, which is in three parts, relates to the swimming pool programme.
The answer to the first part is that one swimming pool complex is now under construction, at Kennedy Town in the Western District. Stage I is finished and work on Stage II is in progress and is about 65% complete. Completion is expected in March 1974.
In the second part of the question Mr. FORSGATE enquires when work will begin on other pools in the Public Works Programme. No firm dates can yet be given, because the four urban pools at present in the Public Works Programme are at different stages of the planning process. The most advanced is the Tai Wan (Hung Hom) pool and park complex of which Stage I, that is the swimming pool, was upgraded to Category A this year. Working drawings are in hand and the target date for completion is 1976. There are other urban pool complexes planned for Hammer Hill in Kowloon (Category B) and two others in Category C, one in Kowloon Park at Tsim Sha Tsui and the other at Chai Wan on Hong Kong Island. No date can yet be given for commencement of work on these three pools since planning is in an earlier stage of preparation.
Besides these new pools, an item for the addition of teaching and diving pools to the Victoria Park Swimming Pool has been submitted, for upgrading to Category A. If approval is given within this month, work could be expected to begin by the end of the year.

The answer to the third part of the question is that no pools considered desirable by the Recreation and Amenities Select Committee have so far been omitted from the Public Works Programme for want of funds. However, Councillors have been anxious about the financing of the swimming pool programme, which will help so much to determine its progress. In this connection, at the Finance Select Committee on 11th July, the Chairman, Urban Council, said that he had recently been given an assurance by Government that funds would be provided for the new swimming pool complexes. The department has now written to the Colonial Secretary on this important subject.
MR. FORSGATE (in English):- Mr. Chairman, I should like to thank the Chairman of that Select Committee for his very comprehensive answer. Could I have his assurance that the Kennedy Town pool, which is very badly needed, will be completed in March 1974, before the swimming season and not at the end of the swimming season?
MR. LO (in English):- Mr. Chairman, stage I is finished; stage II, as I have said, is 65% complete. At the moment I don't expect any delay, and I have every hope that it will be finished before the next swimming season.
CHAIRMAN (in English):- I think we ought to keep our fingers crossed. Those swimming complexes in our experience have not been so all completed in accordance with the time-table submitted to us.
I can say is that it was a very good supplementary question. In reply, let us keep our fingers crossed.
MR. MACKENZIE (in English):- I have one supplementary, Mr. Chairman. Am I to understand from the answer that in fact only one swimming complex will be completed in the next two years? And, if so, I find it most disappointing. And may I ask if the Recreation and Amenities Select Committee would apply pressure to ensure that at least one pool is completed per annum.
MR. LO (in English):- It is certainly true that only one pool will be completed in the next two years. The next one, that is the Tai Wan/Hung Hom Pool, at the earliest will be 1976. As for completing one pool a year, we would certainly like to do so, but I am afraid I cannot give any assurance that this will in fact turn out to be the case.
