(a) Is the Urban Services Department planning to build indoor shower rooms with adjacent changing rooms on the larger and more popular beaches?

(b) As there is a widely-felt shortage of such facilities on most of the popular beaches, what can be done to improve the situation?

MR. KENNETH T. C. Lo, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows (in English):–

Although there are two parts to this question I propose to provide a comprehensive answer. The department is not planning to build indoor shower rooms, similar to private club shower rooms, but will be providing communal showers under cover, together with adjacent changing rooms and toilets. There are three items in the Public Works Programme for these extra facilities to be provided at Shek O, Big Wave Bay and Deep Water Bay beaches. They will be additional to the existing beach buildings which contain changing rooms and toilets, but with showers provided in the open. On these main beaches the facilities provided have proved to be grossly inadequate and far too primitive. The new structures should go some way to improving the situation. Changing Rooms and showers at Repulse Bay Beach are also proposed and an item has been included in the Public Works Programme for this project.

There are also three beach building projects in the Public Works Programme for the standard comprehensive beach buildings similar to the ones on gazetted beaches at Chung Hom Kok, St. Stephen's and Turtle Cove, and these will be constructed at Middle Bay, South Bay and Stanley Main beaches. The lack of adequate facilities at these beaches has been caused by a delay in the beach building programme, but with the co-operation of the Public Works Department the buildings at Middle Bay and South Bay should be available before the start of the next swimming season.

Standard beach buildings will also be provided at Hairpin and Rocky Bay beaches, and these will contain simple changing and shower facilities, together with an office, catamaran store, first aid post, toilets and a refreshment kiosk. Two new items have been submitted for inclusion in the Public Works Programme 1974/75 for this work to be done. Also, there is a project for additional toilets at Deep Water Bay beach, and this has been submitted as a Category A item.

The recommendations of the Beach Survey Sub-Committee were endorsed by my Select Committee, and have been instrumental in giving an impetus to the beach building programme. It is hoped that some results will be seen on the ground before very long.

MR. MACKENZIE (in English):-Mr. Chairman, in view of the very unsatisfactory situations existing at our beaches and the urgent need for these facilities, might the Committee not consult P.W.D. on the possibility of private construction in the more urgent cases?
