ball, badminton and table tennis. It is not intended for the staging of important competitions. Rather, it is intended for young people in the district who wish to take part in active recreation. Large number of spectators are therefore not normally expected.
However, this building is a prototype. If experience of running the building suggests that the design requires amendment in any way, the matter will be brought before the Recreation & Amenities Select Committee for further consideration.
Members are no doubt aware that air-conditioning will be provided in the proposed large Indoor Stadium at Hung Hom, now in Category A of the Public Works Programme.
MRS. ELLIOTT (in English): ---Mr. Chairman, I would like to clarify that this question was prompted by the atrocious conditions in the Macpherson Playground which some of you have experienced, and I would like therefore to ask if the Recreation and Amenities Select Committee would consider the possibility of introducing a bylaw to insist that we have air-conditioning in the kind of hall like Macpherson Stadium, the same as we have in cinemas and restaurants and so on.
MR. Lo (in English):-Mr. Chairman, I don't think any change in the law is necessary. If we wish to provide air-conditioning, I think it would certainly be within our power to do so. The question is for us to consider whether it should be provided, and whether it is necessary. For instance, as I have said in my reply that for the indoor stadium at Hung Hom, air-conditioning will be provided because large numbers of spectators are expected. In the Macpherson Playground mentioned by Mrs. ELLIOTT, whether air-conditioning can be provided there or is feasible I don't know. Perhaps this would have to be studied. Certainly for the games halls I don't think it is necessary or desirable.
CHAIRMAN (in English):-Perhaps I ought to clarify. Mrs. ELLIOTT was not intending that we should intervene in the case of the Queen Elizabeth Stadium, by Macpherson Playground, which belongs to the Children's Playgrounds Association, but she was referring to the games halls that the Urban Council has in view.
MRS. ELLIOTT (in English):-Mr. Chairman, in view of the fact that the Macpherson Playground is very greatly used by schools for competitions, and it was used for the Chinese Table Tennis Team, which suffered greatly because of the heat, is your Committee, Mr. Lo, able to look into this matter? Although it is a private playground, could they look into it and see whether they could recommend air-conditioning?
CHAIRMAN (in English):-That supplementary question is strictly not within the ambit of the original question. Nevertheless, I am quite sure that the Select Committee would, if possible, assist the Children's Playgrounds Association in recommending that this improvement be carried out. Mr. T. S. Lo, being a Vice-President of the Children's Playgrounds Association, might wish to clarify the matter further.
MR. T. S. Lo (in English):-Thank you, Mr. Chairman, for this opportunity. The Macpherson Playground, as you rightly said, is one of the playgrounds run by the Children's Playgrounds Association. After associating for many years with that Association, I am sure I can say now that they will be delighted if the Urban Council will assist them in providing air-conditioning there.
CHAIRMAN (in English):-I am quite sure that the Urban Council will consider it, but not take the hint that we do so at our expense. In this respect Mr. F. K. Hu, who is the Chairman of the Association, will no doubt agree with the Recreation and Amenities Select Committee that Council funds should be applied to Council projects.

(a) Has water yet been installed in the Sai Wan Ho Bazaar?
If not, when is it likely to be installed?
(b) How long is it likely to take for work to begin on improvements to the Shui Wo Street Bazaar in Kwun Tong?
MR. HENRY H. L. HU, CHAIRMAN OF THE HAWKERS SELECT COMMITTEE, replied as follows (in English):-
This question concerns:
(a) the installation of a water supply to the Sai Wan Ho Hawker Bazaar, and
(b) improvements to the Shui Wo Street Hawker Bazaar in Kwun Tong.
I am pleased to report that work to install a mains water supply to the Sai Wan Ho Hawker Bazaar started on 23rd July and was completed on 31st July.
