(iv) To maintain and improve water safety so as to save lives by the proper provision of rescue equipment, improving the training programmes for lifeguards, exercising vigilant and continuous watch on swimmers within the boom area by shore/sea patrols and from watch towers, and by increasing public awareness in this matter by continually publicizing water safety rules via the press, prominent notice boards on the beaches, and through promotional pursuits as part of Urban Council "Learn to Swim" courses.
Swimming Pools
(f)
(i) To ensure the proper utilization of all Urban Council Swimming Pools in the public interest, and to maintain all pools to a high level of cleanliness by vigilant supervision and the proper and controlled use of mechanical and chemical processes to ensure compliance with the highest safety standards.
(ii) To push ahead vigorously with the Swimming Pools Programme so as to obtain the provision at the earliest possible date of the maximum number of swimming pool complexes under Government-approved plans for one pool complex to each 250,000 of the population. To build other swimming pools wherever this becomes possible or specially desirable, either by donation or arising from Government proposals for providing additional pools.
(iii) To maintain and improve water safety at Urban Council Swimming Pools so as to save lives by the proper provision of rescue equipment, improving the training programmes for lifeguards, exercising vigilant and continuous watch for swimmers getting into difficulties in any of the pools within the complex, and by increasing public awareness through continuously publicizing water safety rules via the press, prominent notice boards and through promotional pursuits, as part of the Urban Council "Learn to Swim" courses.
Naming of Streets
(g) To decide the most appropriate name for every new thoroughfare within the Urban Areas after considering suggestions from local bodies and all government departments concerned.

Decisions will be made by delegated Members authorized by the Select Committee to act on its behalf, but when there is any disagreement with or disapproval of the name proposed the matter will be brought back to the Select Committee for discussion and early decision.
(h) To improve and augment the staff of the department with a view to ensuring its adequacy, in numbers and quality, for the speedy and efficient implementation of the Council's policies.
