The following paper was laid on the table:

Reports to the Urban Council by the Director of Urban Services and Secretary, Urban Council, for the month of January 1974.

MOTIONS

(1) MR. HENRY H. L. HU, Chairman of the Hawkers Select Committee, moved the following motion:

"That the Hawker (Amendment) By-laws 1974 be made under Section 83A of the Public Health & Urban Services Ordinance, Cap. 132."

He said (in English):-Mr. Chairman, as Chairman of the Hawkers Select Committee I rise on the motion standing in my name.

(Miss Cecilia L. Y. YEUNG arrived at this point.)

This minor amendment is nevertheless very important to the hawkers most concerned, namely those persons who earn a living selling ice-cream from place to place. Under the existing Hawker By-law 9(1), an itinerant hawker licence is restricted to gazetted streets, but it would be unnecessary and confusing to gazette those streets in which the comparatively few ice-cream hawkers earn their livelihoods, and the purpose of this amendment is to permit the endorsement of itinerant ice-cream hawker licences, thereby authorizing the holders of such

"That this Council endorse the Statement of Aims for 1974." Appendix I.

He said (in English):-This is the first time that the Urban Council holds the traditional Annual Conventional Debate after its reconstitution in 1973. I hope that Members will make full use of the occasion to advance their views in the usual forthright manner. It is good for Hong Kong that they do so. At the same time, I know that Members will be fair and objective while bold and incisive, all in the interest of Hong Kong.

I am greatly impressed by the way our many select committees and sub-committees have worked so hard and enthusiastically. Their leadership has been effective and the participation of all Members has revealed once again the dedication so characteristic of Members of this Council. Together the Council has been able to make good progress even though perhaps not as much and as quickly as we would have wished, mostly due to factors really beyond our control even though within our scope.

In the first year it is necessary to lay a good foundation. The Council has certainly made a strong start in this direction. Much has been done in virtually every committee. Nevertheless, there is still much for all to do, more so when confronted with the weaknesses which the re-organization of the Urban Services Department has shown up. Such a situation should have been anticipated and perhaps corrected before re-constitution of the Council in fairness to us. This is in train even though far too slowly for the public good now suffering
