There is obviously an acute shortage of Playground and recreational spaces and facilities in the Shau Kei Wan District. Can this Council be informed:
(a) Is there any plan to improve this situation?
(b) If any plan to reserve a substantial area for such purpose on the Shau Kei Wan reclamation site?
(c) If so, how large will the area be?
(d) When will the reclamation process start and when will it be expected to complete?
MR. KENNETH T. C. LO, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows (in English):-
This question relates to the provision of open space in the Shau Kei Wan district.
I agree with Mr. CHAN that there is indeed an acute shortage of open space in Shau Kei Wan. At the present time, for a population of around 100,000 persons, there are only 3.19 acres of gazetted public pleasure grounds, when there should be a provision of some 30 acres of open space in accordance with existing planning standards.
MR. CHAN asks if there are any plans to improve the situation, and has divided his question into several parts, the first of which relates to the existing land area and the rest to the proposed Shau Kei Wan (Aldrick Bay) reclamation.
Taking the existing land area first, a playground of 0.63 acre will shortly be available at Basel Street, Ah Kung Ngam. Looking ahead, there is the 2-acre playground at Hau Pui Loong at the western end of Shau Kei Wan, already in Category B of the Public Works Programme. This will consist of a mini-soccer pitch, a basketball-cum-volley-ball court and a roller-skating rink. Another 3.2-acre playground at the western end of the town, at Ma Shan Tsuen, has been submitted for inclusion in Category B of the Public Works Programme at the coming Third Review. This playground will consist of a floodlit mini-soccer pitch, a rest garden and a children's playground.

The Aldrich Bay reclamation, now begun, will improve the facilities at the eastern end of Shau Kei Wan. It will comprise 24 acres of reclaimed land, of which 3.4 acres are zoned open space on the Outline Development Plan. This area will include a recreation ground of 2.8 acres. A promenade will take up the remaining half acre. Reclamation of this part of Aldrich Bay is scheduled to start at the beginning of 1975 and the site is expected to be ready for development by the middle of 1976. In anticipation of the land becoming available, an item has been submitted for inclusion in Category C at the coming Third Review of the Public Works Programme. It is intended that the playground will comprise a floodlit soccer pitch, a basketball court, a children's playground, and-perhaps the most important addition-an indoor games hall of the type already constructed at San Po Kong. A further open space will be provided at the Hoi Sham Temple, which will be preserved following reclamation, but the Town Plan has not yet been amended to take in this agreed addition.
The overall position gives rise to continued concern at the still inadequate provision for this crowded township. The department will be asked to explore all ways to improve the situation.

CHAIRMAN (in English):-Mr. BERNACCHI, let me assure you, no Member of this Council would dare to put a question on Chai Wan without first clearing it with you. (Laughter). This is well understood by all. Your question will certainly be considered by the R. & A. Select Committee at its next meeting. As you know, for many years the Urban Council has been very seriously concerned about the position in Chai Wan, and you can rest assured that all will be done to remedy the deficiency as soon as possible.
