HONG KONG URBAN COUNCIL

MR. KAN (In Cantonese):- Mr. Chairman, I did not at first wish to say anything. But because Mr. WONG and Mr. Wu have said something, I think it would be most inappropriate if I did not.

I spent a very short time on the Urban Council; this is the fourth year. During the past four years, I have learnt quite a lot of things, I mean in life, in working experience and also in those years I made a number of good friends. I got friendship from them and some good advice. I also feel that many people outside may be intentionally or unintentionally attacking the scope of our work or criticizing us, but I believe they are either not too clear or they have not expressed their opinion in a clear way.

Although I spent such a short time on the Council, I feel that our job is quite important, and although we are restrained, we still have quite a lot of work to do and the work is very meaningful. In other words, I feel that to be elected as a Member of the Urban Council is very meaningful to serve the public.

Finally, I would like to take this opportunity to thank you, Mr. Chairman, and also my colleagues for their support and concern over the past four years. Thank you. (Applause).

MR. SALES (In English):- Sir, I was most impressed with the brief speech that you just made by way of saying farewell to the Council. With beaming countenances, you and your official colleagues said how sorry you were to leave us. (Laughter). In fact, Sir, you could hardly conceal your pleasure.

Indeed, this Council has been a very happy working body and for this reason we have been able to achieve so much within our respective spheres of work. It is team-work that counts. Evidently, there must be differences of opinion and these differences of opinion are healthy but we can always compose our differences for the common good. In this way, we can really take a step forward together. I fear no contradiction when I say that the Council has certainly made a very valuable contribution towards the life of the people of Hong Kong. Our record is not one that we need be ashamed of by any standard. Mr. Chairman, that record has been achieved because the members of this Council, official and unofficial, have worked together.

Because, Sir, for reasons of state, Government is changing the composition of the Council, the Official Members must go. We are sorry and we have not concealed this fact. On the other hand, I can well understand why you should all be so happy at the prospect of not attending Urban Council meetings after 1st April, Mr. Chairman, may I say that we, if I may presume to speak for my friends, wish

you and all our Official colleagues abundant success and happiness in the years ahead.

Likewise, Sir, with your permission, I would like to congratulate our colleagues who have been re-elected to the Council. I cannot envisage that life in this Council would be worthwhile without Brook BERNACCHI, Henry Hu and Peter C. K. CHAN, each of whom has made a contribution to the Council in his own, may I suggest, peculiar way. (Laughter). We are very sorry to see Raymond KAN, Henry WONG and James Wu go, but they do so for their own reasons and we likewise hope that they will continue to make a contribution towards the welfare of common humanity in Hong Kong.

Sir, may I say thank you for the co-operation which the Official Members have given us and may I also say "thank you" for the work which our colleagues, who are going to leave us, have done in their time in this Council. (Applause).
