MOTION.
(1) DR. DENNY M. H. HUANG, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, moved the following motion :-
"That under By-law 4 of the Public Conveniences (Conduct and Behaviour) By-laws Cap. 132, the Urban Council makes the following order:
Citation.
1.
Amendment
2.
of paragraph 2.
(Cap. 132, sub. leg.)
This order may be cited as the Public Conveniences (Charges) (Amendment) Order, 1972.
The principal order is amended in paragraph 2 by adding, after item (17), the following new item-
"(18) Public latrine at Kennedy Town Bus Terminus, Victoria Road.”
He said: Mr. Chairman, as Chairman of the Environmental Hygiene Select Committee, I rise to move the motion standing in my name.
The purpose of this motion is to comply with the provisions of By-law 4(1) of the Public Conveniences (Conduct and Behaviour) By-laws which require that ten cents should be charged for the use of any coin-operated compartment provided in public latrines managed by the Council. Sir, I do find it a bit ridiculous that I have to resolve a motion for every coin-operated latrine to be put into use, and I am hoping that some sensible amendments or relevant bye-laws can be made by the Department as soon as possible.
CHAIRMAN:-Might I say, by way of clarification, Dr. HUANG, this also has concerned me for some time, and it is again being looked at.

MR. PETER C. K. CHAN, CHAIRMAN OF THE STANDING ORDERS AND PROCEDURE SELECT COMMITTEE moved the following motion:- "Resolve that Standing Order 22(6) be amended to read :-
'The chairman and vice-chairman of a select committee shall be appointed by the Council. If the chairman is absent from a meeting of the select committee, the vice-chairman shall preside. If both the chairman and the vice-chairman are absent from a meeting of the select committee, the Members present, shall appoint a temporary chairman to preside.''

He said:-Mr. Chairman, a recent review of the Council's select committees resulted in a decision to reduce the number from seventeen to eight so as to stream-line the work of the Council. It was also agreed that vice-chairman should be appointed to select committees to provide a stand-in for the chairmen of a select committee should he or she be absent and to generally assist the chairman in the workload of the select committee. The proposed amendment to standing order 22(6) now before the Council will provide for the appointment of vice-chairmen.
MR. KENNETH T. C. Lo:-Mr. Chairman, I beg to second.
CHAIRMAN:-Ladies and gentlemen, the motion has been moved and seconded, and, under Standing Order 24, it now stands adjourned without discussion to the next ordinary meeting of the Council which will take place in April.
(3) MR. PETER C. K. CHAN, CHAIRMAN OF THE STANDING ORDERS AND PROCEDURE SELECT COMMITTEE moved the following motion :-
"Resolve that Standing Order 10(1) be amended to read:- 'All motions shall be confined to matters within the jurisdiction of the Urban Council.'"
He said: Mr. Chairman, standing order 10(1) at present permits the debate of a motion not confined to some matter included within the jurisdiction of the Council with the sanction of the Standing Committee of the Whole. At the meeting of the Standing Committee on 29th February, Members agreed that standing orders should be brought into line with the law governing the actions of the Council. The amendment now before Council is to achieve this purpose.
MR. KENNETH T. C. Lo:-Mr. Chairman, I also beg to second.
CHAIRMAN:-The motion has been moved and seconded, and, under Standing Order 24, it too stands adjourned without discussion to the next ordinary meeting of this Council.
