(b) Can this Council be informed how many market sites will be redeveloped this way, how these buildings will be used, and what are the target completion dates?

MR. R. H. LOBO, CHAIRMAN OF THE MARKETS SELECT COMMITTEE, replied as follows:--

The principle of multi-purpose development or redevelopment of market sites is generally accepted by this Council and by Government. Markets are located in centres of population where other community facilities are in high demand and since there is simply not enough space for all these facilities to be provided separately, the possibility of combining them into one building must always be considered. However, each market site must be taken on its merits, because not every site is big enough or suitably located for a multi-purpose building. For instance, multi-storey car parking facilities can only be provided on top of the largest markets because of the space required for the access ramps. Also, in some areas which are already heavily built up, it can be argued that a low-rise market building with recreational facilities on the roof is more desirable on environmental grounds.

On Markets like To Kwa Wan, we have not yet determined any date for completion, but it will have, I hope, a rooftop playground and a study room. Possible inclusion of other facilities is being examined. Aberdeen; also no date fixed yet, but should have a rooftop playground, Social Welfare Department office, District Health Office, study room, public latrine, possibly library and car parking facilities. Quarry Bay and Boundary Street; no dates fixed and the facilities are under consideration.

Two sites in Cheung Sha Wan and San Po Kong are shortly to be offered for sale for private development as multi-storey car parks with the lower floors reserved for Government marketing facilities. Finally, looking further into the future, a number of the outline development plans for the urban area provide for more complex multi-purpose buildings combining marketing facilities with a wide range of community facilities.
