# HONG KONG URBAN COUNCIL

## ADDRESS BY CHAIRMAN

CHAIRMAN:-Ladies and gentlemen, the meeting is called to order.

Before I pass on to the Agenda, I would like to welcome back Mr. SALES, from the Commonwealth Games and the "glorious sunshine" he had in Edinburgh (laughter), Mr. Rowe, on his return from leave, Mr. Tsui, in his new capacity on which we congratulate him and Mr. CLARKE, standing in again for Mr. ROBSON.

MR. B. A. BERNACCHI:-And could we welcome you, Mr. Chairman-

CHAIRMAN:-Thank you very much.

MRS. E. ELLIOTT:-And Mr. TINSON--

MR. BERNACCHI:-Yes, indeed.

## MINUTES

The Minutes of the meeting held on 4th August, 1970, were confirmed.

## PAPER

THE CHAIRMAN laid upon the table the following paper:-

(1) Report on the work of the Urban Council and Urban Services Department for the month of August 1970.

## QUESTIONS

(1) MR. LO TAK-SHING asked the following question:

In the Estimates for the year ending March 1971 the total amount to be spent by the Resettlement Department will be $55,731,000. Deducting therefrom the cost for clearance (amounting to $1,615,400), squatter control ($3,604,400) and works ($3,354,700), the sum of $47,157,000 remains. I should be grateful if the Commissioner could inform this Council how much of this sum of $47,157,000 is estimated to be spent on actual physical management of estates as distinct from the cost of the general administrative work of the department.

THE COMMISSIONER FOR RESETTLEMENT replied as follows:-

Sir, the answer to the question is $29 million or thereabouts.

MR. LO:-Thank you for a very well prepared short answer, but, Mr. Chairman, with your permission, I do have a few supplementaries. Would you confirm with the Commissioner that it comes out roughly to $12.60 that is being spent per resettlement unit per month?

COMMISSIONER FOR RESETTLEMENT:-Sir, I would work out the cost at $2.20 per month per head.

MR. Lo:-Per unit-per head is.

COMMISSIONER FOR RESETTLEMENT:-Per person.

MR. Lo: Per person, yes. Per unit?

COMMISSIONER FOR RESETTLEMENT:-Well, I don't understand what is meant by per unit.

MR. Lo:-Per flat.

COMMISSIONER FOR RESETTLEMENT:-There are big flats and small flats.

MR. Lo:-I'm sorry, Mr. Commissioner, do you have an up-to-date total of resettlement units?

COMMISSIONER FOR RESETTLEMENT:-I'm not...

MR. Lo:-Sorry, I couldn't hear that.

COMMISSIONER FOR RESETTLEMENT:-Not available immediately.

MR. Lo:-But from the last quarterly report, it appears that the number is set out there at about 190 thousand units - 188 thousand and something-would you say that figure is roughly representative?

COMMISSIONER FOR RESETTLEMENT:-I will...

MR. Lo:-Again, I couldn't hear the answer.

CHAIRMAN:-The Commissioner would need advance notice of the question.

MR. Lo:-Mr. Chairman, does this mean that the Commissioner did not realize the number of units to which the resettlement management cost relate?

COMMISSIONER FOR RESETTLEMENT:-I have given the cost per person.

MR. Lo: Has a comparison been made with the cost of the Housing Authority management cost-that is, in fact a 50% increase or in excess of that spent by Housing Authority?
