rooms are vacant whenever a resettlement block is completed. If the Social Welfare Department have compassionate cases waiting, then they are automatically given first priority. Then, if the rooms are all filled, and if the Social Welfare Department have more cases, they may have to wait one, two, three weeks until the next lot of rooms becomes available. But so long as the resettlement building is going forward so that more and more blocks are being erected, this quota system would work and, in particular, in Chai Wan, for instance, a considerable number of blocks will become available at the end of this year, and that is so in other estates too. I hope that clarifies the question and answer.
MR. SALES: -Mr. Chairman, I hope that Mr. BERNACCHI is not suggesting to this Council that all compassionate cases should go to Chai Wan. (Laughter).

(1) DR. DENNY M. H. HUANG, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, moved the following Motion:
Citation.
"That under By-law 4 of the Public Conveniences (Conduct and Behaviour) By-laws, Cap. 132, the Urban Council makes the following order:
1. This order may be cited as the Public Conveniences (Charges) (Amendment) (No. 2) Order 1970.
Amendment of paragraph 2.
(Cap. 132, sub. leg.)
The principal order is amended in paragraph 2 by adding, after item (13), the following new item-
(14) Public latrine in the Multi-storey Car Park, Rumsey Street, Hong Kong"."
He said:-Mr. Chairman, as Chairman of the Environmental Hygiene Select Committee, I rise to move the motion standing in my name.
The purpose of this motion is to comply with the provisions of By-law 4(1) of the Public Conveniences (Conduct and Behaviour) By-laws which require that ten cents should be charged for the use of any coin-operated compartment provided in public latrines managed by the Council.
I beg to move.

(2) MR. A. de O. SALES, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, moved the following Motion:-
"THAT the Public Swimming Pools (Amendment) By-laws, 1970, be made under section 42 of the Public Health and Urban Services Ordinance, Cap. 132.”
He said: Mr. Chairman, I wish to propose today's second motion for which notice has been given on behalf of the Recreation and Amenities Select Committee.
Public address systems have now been installed at the Victoria Park and Kowloon Tsai Park Swimming Pools, as an additional facility for schools and other bodies wishing to hold swimming competitions and other such functions.
It is proposed to make a small charge for this facility, and the purpose of the amendment now before this Council is to permit the charges to be made. I so move.
MR. FORSGATE:-Mr. Chairman, I beg to second the Motion.
The question was put.
The motion was carried unanimously.
ADDRESS BY CHAIRMAN.
CHAIRMAN: -Before closing, I would like to remind Members that I shall be proceeding on six weeks' leave towards the end of this month, the 24th in fact, and during my absence Mr. A. T. CLARK will be appointed as Chairman of the Council as well as Director of Urban Services.
