This question relates to robberies taking place in car parks managed by the Urban Council.

There were 9 robberies in car parks during 1970. 5 took place at Garden Road Multi-storey Car Park, 3 at Star Ferry Multi-storey Car Park and 1 at the Blake Pier Temporary Open Air Car Park. There were no robberies reported in other car parks. In the same year, some two million vehicles used our 11 car parks.

It is not considered necessary to install closed circuit television but other security arrangements have been made. It would not be in the public interest for me to state precisely what security measures are now in force. I can assure Mr. CHAN that, with the help of the Police, the Urban Services Department will continue to take such measures as are warranted to ensure that the car parks are safe. The effect of these revised security arrangements is shown by the fact that 6 of the 9 robberies took place during a period of six weeks from the middle of April to the beginning of June, 1970 and only 3 thereafter.

The Royal Observatory has produced a calendar for the year, although it has nothing to advertise. The Urban Council has never produced a calendar, although it has everything to advertise. A calendar listing our parks, services, swimming pools, ward work, and so on would keep the Council in the public eye every day for 365 days. It would be a great step forward in public relations, and would justify any expense. Can we not consider such an Urban Council calendar for 1972?

Also, the stalls available for the annual Lunar New Year fair are always over-subscribed. It seems to me that to look at the two things together is perhaps to kill two birds with one stone. May I ask if it is possible to consider holding the next Lunar New Year fair in the exhibition grounds? People have been accustomed to going there during the CMA exhibition. Traffic conditions have adjusted to that. The result is that there will be a popular attraction, conveniently and centrally located, with ample space for all hawkers to be accommodated, and a minimum of traffic congestion and disorganization. Could something like that be considered in time for implementation in 1972?

There are three fairs in Kowloon, and only one on the Island. I think that the fair in the exhibition grounds in addition to one in Victoria Park will distribute attendance between two places, so relieving traffic further. Are two Island fairs possible in 1972?

As far as the exhibition site on the Gloucester Road reclamation is concerned, it would not have been practicable to use this site for the 1971 Lunar New Year Fair as the majority...
