HONG KONG URBAN COUNCIL
(a) To continue to press for the reprovisioning of existing markets wherever this is necessary and for the construction of new markets in accordance with the needs of the urban areas.
(b) To continue the planned research programme into the retail marketing needs of the urban areas, examining in particular the changing pattern of consumer demand and the facilities provided by food hawkers and fresh provision shops, in order to obtain a basis for the efficient planning and design of market facilities.
(c) To maintain and improve conditions in and around all markets in regard to general cleanliness and food hygiene.
(d) To press, in conjunction with the Commissioner for Resettlement, for the urgent establishment of permanent marketing facilities in both new and existing Resettlement Estates.
(e) To continue to foster understanding and co-operation with dealers in the market business and with Government departments in the planning and improvement of marketing facilities.
(a) To continue to ensure that the new abattoirs at Kennedy Town and Cheung Sha Wan are run in accordance with the highest standards of hygiene and efficiency.
(b) To examine the possibilities of further mechanization in the Kennedy Town and Cheung Sha Wan Abattoirs with a view to cutting labour costs and increasing overall efficiency and to implement such further mechanization wherever feasible.
(c) To keep under continual review the possibilities of promoting the use of refrigeration in the local meat industry so that, at a later stage, the need for an increase in storage space for artificially cooled meat in the new abattoirs may be considered.
(d) To continue in-service training of staff to ensure a constant supply of skilled butchers.
(e) To keep in view the need for further abattoirs to meet the requirements of the expanding population in the urban areas and to initiate action on the planning of such abattoirs.
(f) To review the Abattoirs meat van delivery service.

10. (a) To promote the appreciation of the performing arts especially among young people by organizing more cultural performances of Western and Chinese music, dance and drama by local and international artists at low admission prices.
(b) To continue to promote the image of City Hall as the cultural centre of Hong Kong by means of suitable publicity on the wide range of cultural functions now taking place at the City Hall.
(c) To press for an expansion of cultural and civic facilities similar to those provided at the City Hall by building a Kowloon Civic Centre.
(d) To continue improving the existing facilities in the City Hall.
Urban Council Public Libraries
11. (a) To open Yau Ma Tei library, to prepare for the opening of the Ping Shek Library with a view to eventually establish this library within the year.
(b) To strengthen and expand library services for the public by:
(i) acquiring some 31,650 new books thereby consolidating the book stock of the Urban Council Public Libraries;
(ii) continuing the expansion of the "Hong Kong Collection", at the City Hall Library, of books, pamphlets and other printed materials related to all aspects of local history and activities;
(iii) furthering the centralization of the reference library;
(iv) developing further co-operation between the Urban Council Public Libraries and other libraries;
(v) completing the collection of local newspapers in microform.
(c) To continue to encourage the younger generation to make greater and better use of library facilities through book exhibitions, story hours, organized visits to libraries for school children and radio talks, etc.
(d) To evaluate the use of "Study Room Facilities".
