CHAIRMAN:-Ladies and gentlemen, the meeting is called to order.

MINUTES.

The minutes of the meeting held on 6th October, 1970 were confirmed.

PAPERS.

THE CHAIRMAN laid upon the table the following papers:-

(1) Report on the work of the Urban Council and Urban Services Department for the month of October, 1970.

(2) Urban Council and Urban Services Department Statistical Report for the period 1st July, 1970 to 30th September, 1970.

(3) Report by the Commissioner for Resettlement on the progress of clearance and resettlement operations during the period 1st July, 1970 to 30th September, 1970.

QUESTION.

(1) MR. HILTON CHEONG-LEEN asked the following question:

I understand that the Resettlement Department has applied to Government for an additional five Tidiness Teams in order to strengthen cleansing operations, and generally to improve the living environment of resettlement estate residents; can the Commissioner for Resettlement advise whether approval for these additional five Tidiness Teams is expected to be given this month-if not, can the Commissioner for Resettlement make strong representations to Government since this is a matter of vital importance to improving the living environment of resettlement estate residents?

THE COMMISSIONER FOR RESETTLEMENT replied as follows:-

Sir, three Tidiness Teams of 23 men each were approved in August 1969 and a further three in April this year. As Members may be aware, these teams have made a considerable improvement in the conditions in the lobbies and public areas of resettlement estates, and in particular have prevented the growth of new illegal structures in courtyards and open areas.

Recently my predecessor put forward a further request for the creation of an additional five Tidiness Teams, mainly in order to assist the orderly intake of tenants into the new estates shortly to be opened, and to protect the operation of the modular markets which are to be built in them. It is understood that this request has been submitted to the Establishment Sub-Committee of Finance Committee for consideration.

MR. CHEONG-LEEN: ----When was this request submitted and when does the Commissioner anticipate a reply from the Establishment Sub-Committee?

COMMISSIONER FOR RESETTLEMENT:---The request was submitted on 11th June, Sir, and I gather that the Sub-Committee has already cleared the request. It is now due for consideration by Finance Committee on 18th November.

REPORT BY CHAIRMAN OF THE HEALTH EDUCATION SELECT COMMITTEE.

MR. HILTON CHEONG-LEEN:-Mr. Chairman, in accordance with the proviso to the resolution adopted by this Council at its meeting on 7th April, 1970, I wish to announce a change in the membership of the Health Education Select Committee. The work of the Health Education Select Committee involves close consultation and co-ordination with the Government Information Services and it was agreed that there would be an advantage in having the Deputy Director of Government Information Services as a Member of the Health Education Select Committee. The Deputy Director, Government Information Services has agreed to become a Member of the Health Education Select Committee.

MOTIONS.

(1) MR. A. de O. SALES moved the following Motion:-

"That the Pleasure Grounds (Amendment) By-laws 1970 be made under Section 109 of the Public Health and Urban Services Ordinance, Cap. 132."

He said:-Sir, I wish to propose today's first motion for which notice has been given on behalf of the Recreation and Amenities Select Committee.
