Finally, there is an area of some 14 acres between Pokfulam Road and Smithfield which has been reserved as public open space. The department is now formulating proposals for its development and these will be presented to the Recreation and Amenities Select Committee in due course as an item to be recommended for inclusion in the Public Works Programme.
MR. SALES: -Mr. Chairman, may I refer to the second paragraph of your answer? Are you aware that the Council does not take into account amenity plots which are bits and pieces under over-hanging bridges and flyovers as recreation area? Are you aware of that, Sir? May I suggest then that you are not aware, and may I also suggest then that the question of 1.35 acres be discounted? In the circumstances, Mr. Chairman, am I not right in saying that the 7.4 acres made up of King George V Memorial Park, West End Park and Blake Gardens are all that the public has in the Western District, the very comprehensive Western District, that you have suggested to us?
CHAIRMAN: -Yes, Mr. SALES.
MR. SALES: -Sir, am I also right in suggesting to you that all these three gardens are well above sea level?
CHAIRMAN: -That is correct.
MR. SALES -And, Mr. Chairman, would you like to tell this Council what public open space of any consequence there is at sea level in the Western District?
CHAIRMAN: -As you know, as Chairman of your Committee, Mr. SALES, there is none.
MR. SALES: That is exactly what I want you to tell the public that there is no open space for recreation purposes at sea level in the Western District. Mr. Chairman, are you not aware that this Council has passed a Motion to provide recreational facilities in the Western District at sea level?
CHAIRMAN: -I am not aware of that, Mr. SALES.
MR. SALES: -Mr. Chairman, may I suggest that the Secretary of the Urban Council bring it to your attention to-morrow morning, the Motion this Council passed some time ago. In the circumstances, Mr. Chairman, may I suggest that your reply is not valid, that it does not achieve the purpose which the Urban Council wants, and that is to provide the densely populated Western District with the recreational facilities near to hand which the children can use to advantage. Am I not right that that is the purpose and the intention of the Urban Council which you, as Chairman, should reflect?
CHAIRMAN: -Certainly, and as you know, Mr. SALES, I always make as many bids as I can for as much open space as we can get hold of.
MR. SALES: -We are most grateful to you, Mr. Chairman. We are only sorry that the Government does not accord with our wishes in this respect, and may I ask you then, arising out of to-day's question, to bring very strongly to the attention of the Government that there is no playground whatsoever at sea level in the Western District. I suggest at the same time, Mr. Chairman, that you make such representations you might consult the Commissioner of Census to determine precisely what the population of that vast area is and how many children have no play facilities at all.
CHAIRMAN: -If that was the purpose of your question, Mr. Sales, I suggest you should have worded your original question in those words.
MR. SALES: -No, Mr. Chairman, my original question was a bait and it succeeded in its purpose.

Will the Chairman state whether he has asked the Government for the remaining 16 acres of Whitfield Barracks, not now included in the Kowloon Park, to be entirely reserved for community use?
THE CHAIRMAN, URBAN COUNCIL, replied as follows:-
Members will recall that at the meeting of the Council in May of last year, I was asked, by Mr. SALES, to make fresh representations to Government to review the policy on the allocation of the land reserved for commercial and residential development in Whitfield Barracks so that the whole area would be reserved for public use. I expressed my unwillingness to do so, since the Outline Zoning Plan had only recently been approved by the Governor-in-Council, and the Town Planning Board had dealt at length with the Council's objections, which the Council subsequently withdrew, before taking a final decision on the Outline Plan. I have not, therefore, asked that the remaining area be reserved for community use.
