ADDRESS BY CHAIRMAN.
CHAIRMAN:-Ladies and gentlemen, the meeting is called to order. I hope you all had a very happy time over New Year.
MINUTES.
The Minutes of the meeting held on 23rd December, 1969, were confirmed.

PAPER.
THE CHAIRMAN laid upon the table the following paper:-
Report on the work of the Urban Council and Urban Services Department for the month of December, 1969.
CHAIRMAN: ---In connexion with the hawker problem, I would like to remind Members that at the September meeting of this Council, I said, in answer to a supplementary question by Mr. SALES, that I would try to clarify the situation with regard to the degree of priority which Government was prepared to give for land for hawker requirements. The position is that Government will give every priority to the solution for the hawker problem, but the provision of land for hawkers must take into account other competing uses for available land.
MR. HILTON CHEONG-LEEN:-Mr. Chairman, following on the remarks which you have made, may I amplify the position regarding hawkers a little further?
During the past three months, the Sub-Committee on the Revision of Hawker By-laws, under the chairmanship of Mr. John BLAKER, met seven times. It is anticipated that the Sub-committee's recommendations on the revised hawker by-laws will be considered at the next Hawker Policy meeting which will be held in the middle of January.
Arrangements have been made for Urban Services Department Hawker Liaison Officers to regularly attend several magistrates courts to answer questions and to provide information on the Council's Hawker Policy and other matters relating to hawkers.
Positive efforts are being made to improve the quality of performance of the Hawker Control Force since the new Hawker Commandant, Mr. Talbot BASHALL, was appointed two months ago. His efforts have in the main been directed at:-
(a) Deploying existing manpower in the Hawker Control Force in an economic and efficient manner.

(b) Strengthening the chain of command within the Hawker Control Force which will in effect help the Force to carry out its work more satisfactorily and in a manner that can be better appreciated and understood by the general public.
(c) Improving the morale and working conditions of members of the Force.
As the situation regarding hawker matters varies from district to district, Council's policy is to actively encourage more initiative and participation at the district level by C.D.O. Hawker Consultative Committees and Kaifong Associations.
At the Hawker Policy meeting held on 17th December, 1969, it was decided that future fixed pitched licences granted to welfare cases on the recommendation of the Social Welfare Department would be issued only to those persons who were capable of operating the stall themselves, and that the status of such licences should be reviewed at regular intervals.

Mr. Chairman, as the Chairman of the Health Education Select Committee, may I make a few brief remarks in connection with the activities of the Health Education Select Committee?
The 1969 Health Education Speech and Song Contests reached a successful conclusion last month. These contests held over a period of several months, are sponsored annually by the Victoria Junior Chamber of Commerce in conjunction with the Health Education Select Committee, assisted by the Education Department. 213 students from 150 primary and secondary schools took part in the speech contests and 11 teams from 9 schools participated in the song contests. The theme for the 1969 contests was "Protect Your Eyesight". This subject was chosen to tie in with the forthcoming Health Education campaign, also on the subject "Protect Your Eyesight", which will commence next month soon after Chinese New Year. The Campaign will be aimed principally at school children. Close liaison will be maintained with the Medical and Health Department, the City District Offices, the Education Department and the Information Services Department in order that the campaign will have maximum effectiveness.

Besides the "Protect Your Eyesight Campaign", the Health Education Select Committee plans to hold another 3 major campaigns during 1970. In April/May a "Physical Fitness" campaign is planned
