with less play facilities than Chai Wan. I would like to see all Category C projects elevated to Category B as soon as possible. In point of fact I give Mr. BERNACCHI the assurance that this thinking also applies to Chai Wan.

DR. BELL:- Mr. Chairman, could I ask a supplementary in connection with this: Does Mr. BERNACCHI recall that in the Resettlement Policy Committee Members supported his suggestion that residents of the cottages in Chai Wan should be resited at Chai Wan and not in Kowloon when their cottages were to be demolished? Members suggested that the Resettlement Department should use part of the reclamation for resites rather than entirely for recreation purposes. This matter was also discussed at the Amenities Select Committee. Perhaps Mr. SALES will be able to confirm this.

MR. SALES:- I am glad that Dr. BELL has brought up this point and that is probably one of the reasons why there is a shortage of temporary space in Chai Wan. This was a matter about which the Select Committee had to consider and Mr. BERNACCHI cannot have the best of both worlds—either he wants open space or he wants resite areas for the estate dwellers.

MR. BERNACCHI:- I think that the residents of Chai Wan rather than Mr. BERNACCHI will have the better, not the best, the better deal in 18 months time when Area 7 is developed and residents of cottage areas go into the new resettlement blocks. My question, of course, my main question was directed to the temporary football fields that have been taken away from the residents and that I hope will be before 18 months time.

MR. SALES:- Mr. Chairman, that particular football pitch has been the very serious concern of Mr. BERNACCHI, myself and the Department as well as the Select Committee and we are trying our utmost to get an alternative site but again we have to contend with the squatters that have to be resettled. Now, if Mr. BERNACCHI will agree to their being transported to Kowloon then the site will be available for recreational purposes. (Laughter).

MR. BERNACCHI:- The residents of this cottage area, not the squatters, would very violently object.

(11) MR. B. A. BERNACCHI asked the following question:-

What provision is being made by the Urban Council through the Urban Services Department for suitable summer camping sites with sanitary facilities and running water at popular resorts?

HONG KONG URBAN COUNCIL

MR. A. de O. SALES, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE replied as follows:-

This question concerns the provision of camping facilities in areas managed by the Urban Council.

The Recreation and Amenities Select Committee agrees with the desirability of providing camp sites for our young people. At our last meeting the suggestion was made to develop such sites in the park lands on the southern side of the Island. But, evidently, such a programme has far more scope in the New Territories.

Mr. BERNACCHI may recall the Director of Social Welfare's comments on a similar proposal made in the course of the 1966 Annual Conventional Debate. He mentioned eleven camping sites and holiday homes in the New Territories and the one in Chai Wan on Hong Kong Island, which he stressed were mostly operated by voluntary agencies.

MR. BERNACCHI:- The first supplementary question is really a statement that Mr. SALES has not answered the question. The question is what provision, if any, is being made by the Urban Council etc. for suitable summer camping sites. The answer is that the Recreation and Amenities Select Committee at their last meeting suggested developing such sites on the southern side of the island. Well, has anything been done about it?

MR. SALES: Mr. Chairman, nothing succeeds like success. We only met in April and the matter was referred at once to the Department and although we are used to acting expeditiously on every issue before the Select Committee this is rather a tall order that within a period of three weeks camping sites should be available. Perhaps Mr. BERNACCHI might like to take a leaf from the book of my Select Committee and act with equal despatch in the matters which concern hawkers and their sites elsewhere.

MR. BERNACCHI:- Indeed, Sir, (laughter), I will not jump to the bait but the question has not yet been answered. (Laughter).

MR. SALES:- Mr. Chairman, Mr. BERNACCHI himself read my answer. At our last meeting the suggestion was made to develop such sites in the parklands on the southern side of the island. Development means that the sites will have the basic facilities which are available, but as a matter of interest and with your permission Sir I would like to table a list of the 14 sites which are now available in the whole of Hong Kong. This is as an additional answer to the question.
