their real chance to serve the public, and therefore I have this very sincere and strong feeling and I am grateful that my Colleagues also share the same feeling as I have.

In replying to Mr. P. K. NG's query about the language, whether it is Cantonese or another language. Of course, Mr. Chairman, all my Colleagues know that I really cannot speak Cantonese very well, but I say that nobody ever challenged the desirability of using the local language in a local Council such as the Urban Council in Hong Kong. Local language, I do not say local languages. Local language, I think, of course, it means Cantonese, because, as I said, I want local people to participate in local affairs. Therefore, the local language must be Cantonese. I think Mr. SALES would be pleased with my answer to that, therefore, I really do not think there is any substance in my Colleagues worry about my motion, because in their words this matter would be carried out sooner or later. The purpose of my motion is to press for progress in this matter, because this matter has been in this position for the last five years, no progress at all. Therefore I still wish that my motion should be carried by this Council, and that there should be no delay in the implementation of simultaneous translation. If we do not agree to a date, then I fear that in 1970 or 1971, as Mr. SALES or other Colleagues have said, all the English Members will still be sitting on this Council. This is the thing I do not want to see. I want in 1971, yes, we must move, this is the reason I have proposed this motion, we must move. There are two legs, one is a left leg wait- ing for the right leg, you must move the left in leg further, otherwise you will stand there for ever. Now this is the way I may move the left leg, you may move the right leg, that's your worry (laughter). Therefore I most sincerely ask Members to vote for this motion. If there is any practical difficulty we can always raise it in this Council. If there is, after six months or a year, any difficulty, let us explain to the public what the difficulty is. If this matter rests here I am afraid it will rest for another five years. I most sincerely urge that my motion be voted upon and be carried by the Members of this Council.

CHAIRMAN: --Ladies and gentlemen, the proposal moved and seconded, is that Mr. Hu's motion be referred back to the Standing Committee of this Council. I will now take a vote.

MR. SALES: -Mr. Chairman, may I suggest that this is a pro- cedural motion. If there was an amendment to the text of the original motion then the motion, as amended, would have to be put again. But, this is just a procedural motion which has been passed, and so the original motion does not have to be voted on again.

MR. BERNACCHI:-A motion to refer a motion? In other words the motion as a motion is referred to the Standing Committee?

MR. SALES: -Yes.

MR. BERNACCHI :--I accept.
