This morning I was able to get some figures which show that throughout the fiscal year, from the 1st April last year up to the 31st March this year, the money collected altogether from the libraries on both sides of the harbour amounted to $7,446, which, in my opinion, is only a very insignificant amount. Secondly, I understand there was a survey on library users in Kowloon, and up to 80% were under twenty.

DR. HUANG:-All right. I just want to put one more point, that is all. I understand that 80% of the users are young students. Therefore, while 10 cents may be alright for adults, for the young students it may amount to more than 10% of their weekly pocket money. Therefore, I still hope that the Select Committee will review this matter.

Could the Chairman inform the Council whether a foot-path could be built from the Stanley Clinic to the St. Stephen Primary School in order to improve the amenities, provide convenient access to St. Stephen Beach and provide a safer route for pedestrians to the beach.

THE DIRECTOR OF PUBLIC WORKS replied as follows:-

A preliminary investigation of Wong Ma Kok Road between Stanley Clinic and St. Stephen's Primary School shows that a 5-foot wide footpath can be provided. Traffic Engineering considerations support the request for this footpath and I am grateful to Mr. Henry Hu for drawing attention to this need.

Subject to a detailed survey confirming that no private land is involved, this item will be included in the P.W.D. recommendations for footpath improvements for the next financial year.

MR. HU:-Mr. Chairman, I have no supplementaries, except that I thank the Director of Public Works, through you, for his very concise and clear answer.

(i) What kind of supervision is exercised over Hawker Control Force Constables?

(ii) What disciplinary action is taken against members of the Hawker Control Force in case where in bazaars under the control of the Force, hawkers are found to be carrying on illegal practices such as selling of food-for-man or trading in unscheduled areas near the bazaars?

THE CHAIRMAN, URBAN COUNCIL, replied as follows:-

This question concerns the organization of the Hawker Control Force.

The answer to the first part of the question is that Hawker Control Force Constables are at the bottom of a chain of command which runs up through Corporals, Sergeants, Senior Sergeants, Sub-Inspectors and Inspectors to the Senior Inspector and the Commandant of the Hawker Control Force himself. While he is carrying out normal beat duties, a constable is usually under the supervision
