How they manage, for example, their education; how they manage their police; and if my motion could be carried, we could learn from their experience, exchange experiences with them.

So I think my motion certainly has something to do with or to help us to carry out our Council's duty. Even His Excellency the Governor has said that we must have peace and stability. Without this, how can we carry out our social and economic projects, many of which concern this Council? So, I think, although I said a lot of words which you, Mr. Chairman, quite correctly pointed out may not directly be concerned with the motion, in the end you will realise that the whole speech from the first to the last word, is a simple logical conclusion which I arrived at, although I think in the present circumstances it is very difficult for me to persuade you to support my motion. But really, Sir, it is good logic that I would like you to think over, and I still want you to support my motion.

CHAIRMAN:---Does any other member wish to speak on Mr. SALES' amending motion? (No member wished to speak). In that case, I will call for a vote on the proposal that the subject of debate be referred to or back to a Committee, namely, the Select Committee on Local Administration.

MR. SALES: Sir, I am obliged to you for your support of the motion which I put, but I take umbrage at your suggestion that Kowloon does not exist. (Laughter), I am quite sure that other members from Kowloon likewise, would like me to record their disapproval of your remarks. (Laughter).

The amending motion was carried with 20 votes for, 3 against and 2 abstentions.

(1) Under section 59 of the Urban Council Ordinance that the list of Select Committees appointed by resolution of the Council dated 4th April, 1967, be amended by the addition thereto of the names of Mr. Li Yiu-bor, Dr. P. F. Woo, Mr. H. CHEONG-LEEN, Mrs. E. ELLIOTT, Mr. Solomon RAFEEK, Dr. M. H. HUANG and Mr. Woo Po-shing to the following Select Committees:-

Abattoirs and Offensive Trades - Mr. LI Yiu-bor and Mr. Woo Po-shing.

Cemeteries, Crematoria and Funeral Parlours - Mr. Solomon RAFEEK.

City Hall - Dr. M. H. HUANG and Mr. Woo Po-shing.
