## ADDRESS BY CHAIRMAN.

Ladies and gentlemen, before we proceed with the agenda, I wish to extend on behalf of all Members a warm welcome to Mr. Blaker, Dr. HUANG and Mr. Woo. Mr. BLAKER was appointed a member of the Council on the 31st March this year. He has, however, been in Europe until recently and is taking his seat in Council for the first time to-day.

Dr. HUANG and Mr. Woo were successful in the recent election and took office on the 1st July, 1967. I see from the list of Select Committees that all three members intend to play an active part in the affairs of the Council. I wish them every success and hope they will enjoy working with us. (Applause).

MR. A. de O. SALES: -Mr. Chairman, to-day it would be more politic for me to speak on behalf of the Unofficial Members than my senior colleague, Mr. BERNACCHI, because we are extending a welcome to an independent member as well as a member of the Reform Club. I need hardly say that I endorse your sentiments in welcoming these new Elected Members as well as my own colleague on this side of the table, Mr. BLAKER. The Appointed Members are delighted with the fact that their majority in this Council has been increased so handsomely. (Laughter). (Applause).

The minutes of the meeting of the Council held on 13th June, 1967 were confirmed.

## PAPERS.

THE CHAIRMAN laid upon the table the following paper:-

(1) Report on the work of the Urban Council and Urban Services Department for the month of June, 1967.

MR. WONG:-Mr. Chairman, as Chairman of the Markets Select Committee, I would like to pay a tribute to the market stallholders and the Urban Services staff at the markets who maintained the essential services throughout a difficult period for the supply and distribution of the daily necessities of vegetables, fish, meat and poultry. There is always an occasion to bring to the forefront the importance of an institution. I hope, unglamorous as it is, that we will press on with the market provisioning programme. It is also gratifying to note that with the arrival of pigs, fresh water fish and poultry, which are consumed by a portion of our population, reason is beginning to pierce through passion like sunshine through a cloud.

MR. BERNACCHI:-Mr. Chairman, I should like to make a personal statement in regard to the Ward system. I notice the dates, 26th May to 25th June. I do not know why those dates are given and not 31st May to the 30th June, and I would like to say that it does give a wrong impression because, for instance, the North Point, Quarry Bay, Shau Kei Wan and Chai Wan saw 22 cases on the 29th June. (Laughter).

CHAIRMAN: -Sir, no doubt there are mechanical difficulties in collecting the information for the period for which you have expressed a wish, but in consolation-may I say that your high figures will appear in next month's report. (Laughter).

MR. SALES: -Sir, it is as Chairman of the City Hall Select Committee that I would like to mention for the record that in the current month we are celebrating the fifth anniversary of the new City Hall. I believe that we are also marking the 100th Anniversary of the laying of the foundation stone of the first City Hall. The tremendous success of the new City Hall prompts me also to bring to the notice of this Council the burden of work devolving upon the management and the staff there, and I think it would be fitting that we should also record our congratulations for the way they have carried on so magnificently in all these years, rendering outstanding service to the public.

## QUESTIONS.

(1) DR. P. F. Woo asked the following question: ---

I have been informed of an attempted robbery on a lady driver in the Garden Road Car Park at 9 p.m. on Saturday 6th June. I would like to know if the Chairman has received reports on similar incidents occurring at the multi-storeyed car parks? Would the Chairman point out what precautionary measures can be taken to prevent the re-occurrence of such activities?

MR. A. de O. SALES, CHAIRMAN OF THE PARKS, RECREATION AND AMENITIES Select Committee, replied as follows:

Reports have occasionally been made of the theft of articles from cars parked in car parks managed by the Urban Council, but I believe Dr. Woo's to be the first reference to an attempted robbery from a person in any of the multi-storey car parks.

The Road Traffic (Parking and Waiting) Regulations 1958, exempt the Commissioner of Police from any liability in respect of loss or damage to any vehicle or to the con-
