DR. BELL:- Mr. Chairman, would it be possible to have a little more publicity given to the fact that people can apply for permission to this Council. I do not want to do it myself, but I do not think anybody was aware, Mr. Chairman, until you looked up the By-laws, that that was so.

CHAIRMAN: I am not altogether enthusiastic about this suggestion, Dr. BELL.

MR. CHEONG-LEEN:- Mr. Chairman, could not Dr. BELL, to encourage the public, apply for the first permit?

ADDRESS BY MR. BERNACCHI.

MR. BERNACCHI:- As I came into the meeting late, I would like to say at the end of the meeting what should have been said at the beginning. I speak for all Unofficial Members when I say that we bid a hearty welcome to Mr. CLARK and Mr. TSUI to-day. (Applause).

FAREWELL TO DR. A. H. R. COOMBES, M.B.E.

CHAIRMAN:- Ladies and Gentlemen, it is well-known that hail and farewell are linked. Before we close, I must inform Members with regret that this is the last meeting which Dr. COOMBES will attend. He is due to retire and will be replaced by Dr. WYILE.

Dr. COOMBES has been a Member and the Vice-Chairman of this Council since September, 1963. He has taken an active part in many Select Committees and his experience, judgment and willing advice will, I feel sure, be missed by these Select Committees as well as the Council. We lose in him a friend as well as a pleasant colleague, and I would like, on behalf of the Council, to wish Tony and Mrs. COOMBES a very enjoyable retirement. (Applause).

MR. BERNACCHI:- I must again rise to my feet and say on behalf of all Unofficials that we heartily endorse your words. Tony has been known to us for a long time now, and his unassuming and charming manner of answering questions, difficult questions, has endeared him to us all and we wish Dr. COOMBES and his wife a hearty farewell and many, many years of happy retirement. (Applause).

DEPUTY DIRECTOR OF MEDICAL AND HEALTH SERVICES:- Thank you Mr. Chairman and Mr. BERNACCHI for your very kind words. I have been proud to be a member of the Council and I have always admired its energy and liveliness. I have always had the very greatest kindness and co-operation from all Members of the Council and from its staff. I have even enjoyed some of this repartee referred to that follows questions and answers across the table, even if sometimes it has been sufficiently bewildering to make me wonder whose side I am supposed to be on (Laughter). You should not, in a Council of this responsibility, have any real sides as all Members of it do indeed work together, whether they are Official or Unofficial, to continually try to improve the conditions and surroundings of people in Hong Kong- even if it is only in the urban areas, and so I would like to wish all Members of the Council every success in the future. (Applause).
