MR. B. A. BERNACCHI, Chairman of the Hawkers Select Committee replied as follows:

I am informed that a flyover, occupying a large portion of Canal Road, will be constructed.

The effect on the hawkers at present sited in Canal Road has been anticipated, and agreement has already been reached on a resite area for the hawkers and the market which will be about 150 yards to the south of the existing site, as indeed you presumably already know, being on the Hawkers Select Committee. Although the new area is not as spacious, it is hoped that it will be possible to accommodate both the market and the hawkers without undue restrictions on their space.

As regards the last part of the question I can only say that it is the Council's policy to protect the legitimate interests of hawkers and every effort will be made to avoid upsetting the hawkers' livelihood consistent with the legitimate interests of the citizens of Hong Kong as a whole.

DIRECTOR OF PUBLIC WORKS:-If I had a plan I could point it out. (The Secretary passed a copy of the plan to the Director of Public Works.) I think I am right in saying that eventually it is going to go right through almost to Happy Valley. It starts on the seaward side of Gloucester Road and passes over Jaffe Road, Lockhart Road and Hennessy Road. It is, in fact, one of the main entrances to the cross-harbour tunnel. We hope to start work on it before the end of this year.

MR. HU: Mr. Chairman, can the Director of Public Works tell us whether Canal Road will be covered or not?

DIRECTOR OF PUBLIC WORKS:-Yes, because there will in fact be six lanes in Canal Road. There will be two going up to the waterfront road, there will be two going up to get into the tunnel, and there will be two coming down to get out of the tunnel. These will, in fact, stretch almost the whole way across Canal Road. Canal Road is 70 ft. wide.

In view of the growing need to educate children on matters regarding Road Safety would it be possible to build a Road Safety Park in Ta Kwu Ling or some other area where space can be made available?

THE CHAIRMAN, URBAN COUNCIL replied as follows:-

Such areas are known in England, I believe, as "safety towns". The Urban Services Department has over the past months been collecting information on these, and the idea has also been discussed with the Police.

The proposal must, of course, be referred to the Parks, Recreation and Amenities Select Committee, which will wish to consider its financial and other aspects, and, if agreeable, decide on an appropriate site.

It is doubtful whether the project could be accommodated within the Ta Kwu Ling Park, as Stage I is now almost complete and tenders are about to be called for the construction of Stage II. I am sure, however, that a site could be found elsewhere, should the need arise.

I have received complaints from residents in Aberdeen that the two existing public latrines there are insufficient to meet the needs of the growing population in that area. Can the Chairman advise what steps have been or will be taken to provide additional public latrines for the Aberdeen community?

THE CHAIRMAN, URBAN COUNCIL replied as follows:

The two existing latrines are situated at 16 and 171 Aberdeen Main Road. The first has 33 compartments and a bathhouse, and there is no indication that it is inadequate. The second has 16 compartments, and observations have shown this to be inadequate at certain periods of the day. Consideration is being given to the possibility of increasing the number of compartments in this latrine to 26. It is proposed, also, to construct a latrine and bathhouse, with 33 compartments, to the south of Shek Pai Wan Road near the seafront. This project is now included under Category B of the Public Works Programme, and detailed planning will commence as soon as the Town Planning layout is finalized.
