(2) Under Standing Order 22(6) that the Chairman of each Select Committee shall be as set out in the first column of the attached Schedule for the period up to the commencement of the first meeting of the Urban Council in April, 1968, except that:
(a) Dr. R. H. S. LEE, Mr. Hilton CHEONG-LEEN, Mr. CHEUNG Wing-in and Mrs. E. ELLIOTT, whose respective terms of office as Elected Members expire on 30th June, 1967 shall be Chairmen of the relevant Select Committees until that date;
and (b) Mr. Wilfred S. B. WONG and Mr. Daniel S. H. LAM, whose respective terms of office as Appointed Members expire on 31st March, 1968 shall be Chairmen of the relevant Select Committees until that date.
(3) Under section 60(1) of the Urban Council Ordinance and section 5(1) of the Resettlement Ordinance that the powers and functions of the Council as set out in the second column of the attached Schedule be delegated to the Select Committees shown in the first column for the period up to the commencement of the first meeting of the Urban Council in April 1968.
(4) Under section 60(1) of the Urban Council Ordinance that the powers of the Council under section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:
Provided that each such change shall be reported to the Council at its next meeting.
He said: I rise to move the motion standing in my name as item 4(3) on the Order Paper, regarding membership of Select Committees, their terms of reference, and the appointment of Chairmen of Select Committees for the period 5th April, 1967, to the date of the first meeting of the Council to be held in April, 1968.
The main changes proposed for next year are: —
(a) A new Select Committee with the title "Local Administration" has been included. The function of this Select Committee will be to review and consider all proposals for the reform of local administration and generally to present the Urban Council's views on the subject.
(b) Another change is a slight amendment, of which Members have been informed, which has been made to the powers of the Standing Orders and Procedure Select Committee.
(c) The name of the Offensive Trades and Slaughterhouses Select Committee has been changed to "Abattoirs and Offensive Trades Select Committee". This change is merely to keep the title of this Select Committee up to date. By this innocent change it moves from 11th place to the top of the list. (Laughter).

DEPUTY DIRECTOR OF MEDICAL AND HEALTH SERVICES: - Sir, I rise to second the motion.
MR. BERNACCHI: - Mr. Chairman, I have one amendment. I am sorry because I should have noticed it before. Local Administration, Item 10. I propose to add the words "and to act as the Public Relations Committee of the Council". That, I think, is in accordance with our decision on the Select Committee.
DR. BELL: - I second that, Mr. Chairman.
CHAIRMAN: Mr. BERNACCHI has proposed an amendment to the powers of the Local Administration Select Committee which, if accepted, will read "To review and consider all proposals for the reform of local administration, and generally to present the Urban Council's views on the subject and to act as the Public Relations Committee of this Council."
This amendment has been seconded by Dr. BELL.
MR. SALES: - Mr. Chairman, I will support the motion as amended, although I very strongly deplore the fact that one of our Select Committees is abandoning a very good old English term "slaughterhouse" in favour of "abattoir". I really deplore this social climbing on the part of the Urban Council. There is nothing wrong with a slaughterhouse, it is very good, and abattoir does not of itself make the place any cleaner. (Laughter).
CHAIRMAN: - I have proposed the motion standing in my name as Item 4(3), and this has been seconded. Does any other member wish to speak on the motion as amended?
