maintain the framework to foster the prosperity of Hong Kong; it is their fundamental obligation in our society to make sure that the people enjoy their rightful share of such prosperity. It must be evident that there can be no orderly progress for Hong Kong in an unequal partnership.

Then, may the Government set about in earnest to prove to the people who live here that they are all partners in progress. Until the man-in-the-street has been shown that the Government is working unceasingly for his welfare and all measures are intended to attain this end, he will not support the administration without reservation. Mr. Chairman, until then, Hong Kong will remain a make-believe community. (Applause).

CHAIRMAN: --Many interesting matters have been raised by Unofficial Members in the course of this debate. My Official Colleagues and I will now attempt to prepare adequate replies, and to give us time to do this, I move that the debate be adjourned until 21st December, 1967 at 2.30 p.m.

MR. BERNACCHI:-Mr. Chairman, could I suggest an amendment and that is with questions allowed at the adjournment. Otherwise I think you will find yourself in difficulty because you will only have to have replies.

MR. SALES: Sir, the Standing Committee of the Whole Council has agreed that the adjourned meeting on the 21st December will be treated, I think, as the meeting for the month of December.

CHAIRMAN:-I have proposed simply that the debate be adjourned.

MR. SALES: -Adjourned to the next regular meeting.

MR. BERNACCHI:-Adjourned to the next regular meeting is entirely another matter. Then there is no need for the amendment that I proposed, but this meeting be adjourned to the 21st December will mean that only the Officials would reply. So perhaps, Mr. Chairman, you could amend your original motion.
