(3) MR. A. de O. SALES, CHAIRMAN OF THE PARKS RECREATION AND AMENITIES SELECT COMMITTEE, moved the following motion: -

That the Pleasure Grounds (Amendment) (No. 3) By-laws, 1967 be made under Section 109 of the Public Health and Urban Services Ordinance, Cap. 132.

He said: Mr. Chairman, although this Motion appears in my name on the order paper, it is in the name of the Select Committee that I move it. The explanatory note on page 3 of Committee Paper CW/41/67 states the two reasons why this Motion is being introduced to-day. First to make allowance for separate charges and to introduce the half-day rate, and secondly because of the new putting green at Victoria Park, there is the need to introduce in this Council a charge for the use of it.

MR. WANG: - Mr. Chairman, I second the Motion.

MR. HU: Mr. Chairman, I support it because the Motion was moved by Mr. SALES. (Laughter).

COMMISSIONER FOR RESETTLEMENT: - I regret that I do not appear to have a copy of what we are supposed to be voting on. Unless I have a copy I would feel bound to abstain.

MR. BERNACCHI: - Nor do I, I entirely agree with Mr. BARTY.

MR. SALES: - Mr. Chairman, in view of the remarks made by Mr. BARTY I would like the Secretary to let the Council know whether in point of fact this Committee Paper was sent to every member of the Council according to established practice.

COMMISSIONER FOR RESETTLEMENT: - I expect it was, Mr. Chairman, and I have neglected to bring it.

CHAIRMAN: I assume that that was done, Sir, but it will be necessary to check the records.

(The Secretary handed a copy of the paper to Mr. BARTY and Mr. BERNACCHI).

MR. BERNACCHI: - Now that I have the explanatory note, I would enquire whether or not these amendments have already been passed by the relevant Select Committee?

MR. SALES: Sir, I said so when I introduced the Motion.

COMMISSIONER FOR RESETTLEMENT: Mr. Chairman, now that I see the Committee Paper, I do recall that I did receive a copy, and it was perhaps my fault for not bringing it with me.

MR. SALES: Mr. Chairman, I was hoping against hope, as you very well know, that someone would move an amendment. As none of my colleagues wanted to move an amendment, and as I introduced this merely as Chairman of the Select Committee against my own opinion, I am delighted that it is going to be passed. (Laughter).

The question was put.

The motion was carried unanimously.
