ADDRESS BY CHAIRMAN.

Ladies and Gentlemen, before taking the first item on to-day's agenda, I would like to congratulate Mrs. Ellen Li on her appointment to the Legislative Council. (Applause).

I also wish to welcome Dr. P. A. M. van de LINDE, who has been appointed to act as Deputy Director of Medical and Health Services during the acting appointment of Dr. A. H. R. COOMBES as Director of Medical and Health Services. Dr. van de LINDE is well known to most of you, having previously served as Assistant Director (Hygiene).

Members will also wish me to welcome Mr. D. C. BARTY, the Commissioner for Resettlement, back from his leave. (Applause).

DR. BELL:-Mr. Chairman, before you rush on, may I be permitted to say a few words of congratulation, on behalf of the Reform Club Elected Members particularly, to Mrs. Ellen LI on her appointment to the Legislative Council?

It is, I think, about three years since I moved a motion in this Council Chamber asking that the Governor should appoint some lady members onto both the Urban Council and the Legislative Council. It was very interesting on that occasion to find that none of the Appointed Members voted. They all abstained, but I am very glad that all the Elected Members voted and Mrs. Li has now been appointed on the Legislative Council. I am very pleased about that.

MR. CHEONG-LEEN:-Mr. Chairman, would Mr. BERNACCHI be prepared to get up and speak on behalf of the Elected Members as he usually does on occasions like these?

MR. BERNACCHI :—Mr. Chairman, I delegated that very pleasurable duty to Dr. Alison BELL, and I hope indeed that her words can be taken on behalf of all the Elected Members and all the Nominated Members as well. (Applause).

The Minutes of the meeting of the Council held on 3rd May, 1966 were confirmed.

THE CHAIRMAN laid upon the table the following paper:-

Report on the work of the Urban Council and Urban Services Department for the month of May 1966.

CHAIRMAN:-This is a report of the work of the Urban Council and the Urban Services Department for the month of May 1966. In laying this report on the table I wish to draw attention to an error which has occurred in line 2 of paragraph 53, for which I apologise. The figure of 4,702 shown as the daily average number of cars entering the car parks last month should read 4,011; that is, 165 cars a day less than in April 1966, not 856 less.

MR. CHEONG-LEEN:-Mr. Chairman, do I understand that is a bad sign or is it a good sign?

CHAIRMAN:-This is not the occasion, Sir, for making any comment. (Laughter).

MR. CHEONG-LEEN:-Sir, I was asking you to make that comment.

CHAIRMAN:-Does any Chairman of any Select Committee wish to make a statement on this report?

MR. BERNACCHI:-Yes, Mr. Chairman, but first of all I wish to make a personal statement on the Ward System.

Now I think something has gone wrong here. I have before me, for instance, a letter referring to an interview in May. This refers to six tenants of the Chai Wan Estate, one of the Chai Wan Cottage area and two persons from a nearby squatter area, so I cannot see how the number of cases dealt with in the North Point, Quarry Bay, Shau Kei Wan and Chai Wan area is given as 'two' for the month of May.

The other thing that I wanted to say is that during April and May, as an Urban Councillor, I supervised the Chai Wan Kaifong elections, and I wanted to express, particularly, thanks to Mr. YUSUF, the Officer in Charge of the Chai Wan Resettlement Area, and his staff, for their splendid co-operation. Sometimes we worked to one or two in the morning, and I have it on good authority that officers of that grade are not even allowed to draw overtime, so I wish particularly to express my thanks to the Chai Wan Resettlement staff and Mr. YUSUF personally for their co-operation in the months of April and May when the Chai Wan Kaifong elections were in progress.

As Chairman of the Hawkers Select Committee I am pleased to see that nearly 5,000 warnings were issued as compared with only 804 summonses. Charge cases-I am not certain whether hawking with obstruction was obstruction by licensed hawkers or obstruction by unlicensed hawkers. If it was obstruction by licensed hawkers I would query whether they could not have been summonsed like the other 804. If it was obstruction by unlicensed hawkers, then, of course, the position would be quite different as the address is not on the licence because they have not got one, and a charge case is the proper thing to be brought.
