(5) MR. PETER P. K. NG asked the following question:
Is the Chairman aware that some car owners are parking their cars in the covered car park at Garden Road and are paying the parking fees at the open car park rate? What effective measures are being considered to abate such improper practice and how soon can they be implemented?
MR. A. de O. SALES, CHAIRMAN OF THE PARKS, RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows:
To reduce traffic congestion, and for the convenience of motorists, arrangements were made some years ago whereby drivers wishing to park in Murray Barracks Open Air Car Park may enter Garden Road Multi-storey Car Park, drive up to the first floor, and then use the Garden Road Underpass to reach the open air car park. It follows that at the entrance to Garden Road Multi-storey Car Park drivers may obtain a ticket for either the multi-storey car park or Murray Barracks Open Air Car Park. The Urban Services Department is aware that a few drivers who purchase tickets for the open air car park attempt to park in the multi-storey car park.
Recently the car park staff have been intercepting an average of two such vehicles each day. In almost every case the drivers have proceeded willingly and promptly to the open air car park and no further action has been taken. However, so far this year, there have been two cases in which the circumstances led the car park staff to make a report to the Police. In one case the driver was subsequently fined $20; the other case has not yet been disposed of by the Courts.
Additional staff have been posted to the car park temporarily in an attempt to stop this malpractice. However, this does not represent an economic use of valuable manpower, and so the Urban Services Department is searching for some other solution which will neither require additional staff nor deprive motorists of the use of the Garden Road Underpass.
I am obliged to Mr. NG for having kept me so well informed. I have every hope that, as a result of the interest he has taken, this malpractice will be done away with in time. If he has any suggestions to make, I will ensure that the Department will examine and put them into practice if feasible.
MR. PETER NG:-Mr. Chairman, may I ask what has the additional staff been instructed to do and what has it achieved?
MR. SALES:-Sir, the additional staff has been instructed to carry out the vigilance that is required in the circumstances, whereby those cars not proceeding through the Garden Road Underpass, but up to the upper storeys of the Garden Road Car Park, are stopped and their numbers taken.
In the second paragraph of the answer it is stated that two cases have been reported to the Police.
MR. PETER NG:-Mr. Chairman, may I ask one more supplementary? Can Mr. SALES give me an estimate of how many cars have successfully parked in the multi-storey park without being detected?
MR. SALES:-Sir, I depend entirely on Mr. NG for that information. Mr. NG has kept me very well informed on the telephone, and I would appreciate it if he would continue to do so.

It has been alleged that a certain Kaifong Association spent as much as $10,000 in participating with the Council in its "Keep Your District Clean" Campaign. In the various campaigns carried out so far:
(a) Have records been kept by the Department of all expenditure?
(b) Can the Chairman give the maximum and minimum amount spent on each campaign so far, and state how much of the expenditure is borne by the Department?
(c) What benefit does the public derive from these health campaigns?
