Sir, it is not easy for us to bid you farewell; rather than to say farewell, I would like to reverse the time-honoured Latin phrase by saying "vale atque ave", so that we will be able to say "hail" shortly when you come back to Hong Kong, and when you do come back to Hong Kong, we hope that it will be to this Council. You have done far more service to Government in the way that you have conducted the affairs of this Council than is imagined elsewhere. (Applause).
Your expert and intimate knowledge of Standing Orders (Laughter) has enabled you to apply them most wisely. We have known at times that you have been most partial to the lady members. And we have played along at times when you have counted heads and found, as you did early this afternoon, more Elected Members present than Appointed Members when your interpretation of Standing Orders has been in their favour. (Laughter). At other times, when there were more Appointed Members present you interpreted Standing Orders in favour of the Appointed Members. That perspicacity on your part, should not be lost upon Government. (Laughter).
You have endeared us to this Council by the fellowship that you have sought to promote to the extent that once unwittingly you attended our Tea Party. (Laughter).
Sir, may I say that we will miss you. We know that you will be succeeded by Mr. Geoffrey TINGLE, a man of our confidence, but we hope that one day when you do return to Hong Kong, you will come back to us.
May I say now in Scottish, and I apologise for the absence of any Gaelic intonation-"Will ye no come back to us again".
I am hopeful that you will come back to us now that you are no more a Jacobite (Laughter), so Sir, thank you very much for all you have done for this Council, and every good wish. (Applause).
MR. CHAIRMAN:-Thank you. (Applause).
