To exercise the powers and functions of the Council under Sections 16 and 18; 19(1); 21(2); 22(4); 30(1); 30(2)(b) (except the power to recover expenses); 32(1); 32(2)(b) (except the power to recover expenses); 86(2) and (3); 89 (except the power to recover expenses); 127(1) and (2); 127(7)(b) (except the power to recover expenses) and 127(9) of the Public Health and Urban Services Ordinance, 1960 and By-laws 7(3), 8(2) and (3) of the Conservancy By-laws, 1960, By-laws 15(1), 18(1)(b), 18(1)(c), 18(3), 19(1), 19(2), 22 and 23(1) and (2) of the Public Cleansing and Prevention of Nuisances By-laws, 1960, By-laws 7(1), 8(1) and (2), 9 of the Wells and Water Storage By-laws, 1961, By-law 4 (in regard to natural or ordinary ventilation) of the Ventilation By-laws, 1961, and also under the by-laws relating to Laundries, Basements, Mosquito Prevention, Commercial Bathhouses, Public Latrines and Public Conveniences.
To deal with matters pertaining to estimates of expenditure in connexion with proposed new building projects, staff, equipment, etc.
