42. (a) To continue to encourage the full usage of the City Hall facilities by the public;

(b) To continue to improve the existing facilities so far as it is possible to do so;

(c) To continue to present public concerts of Western and Chinese music by local performers at low admission fees.

43. To promote the provision of an adequate Public Libraries Service throughout the Urban area within the scope of the Libraries Ordinance 1965 in the following possible ways which are not placed in order of priority but are all to be considered of prime importance:

(a) To press for the early realization of a permanent Kowloon Public Library in Hung Hom.

(b) Planning for the establishment of public libraries in Wa Fu estate, Sham Shui Po and Shau Kei Wan.

(c) Consideration of the taking over of responsibility of the Social Welfare Department libraries.

(d) Systematic build-up of bookstocks in both the Kowloon and City Hall Libraries.

(e) Development of library service in resettlement areas at suitable literacy levels in co-operation with the Housing Division.

Museum and Art Gallery

44. (a) With the completion of the Select Committee's report on Museum and Art Gallery Services and the recommendations for their development in Hong Kong the aim will be to press Government for the early implementation of the report.

(b) With some additional space becoming available within the City Hall the aim will be to develop as a first priority the section devoted to local archaeology, history and ethnography.

Resettlement

45. To resettle persons as rapidly as possible and, in the management and administration of estates and cottage areas, to press forward with measures designed to improve the integration of the residents into the general community.

46. To keep under review the policy and priorities laid down in White Paper entitled "Review of Policies for Squatter Control, Resettlement and Government Low Cost Housing, 1964" and to suggest amendments from time to time.

47. To urge Government to implement the policy, which has been adopted in principle, of counting children of 6 or over as adults for the purpose of room allocation on admission to Resettlement Estates, while retaining the policy of counting children of 10 or over as adults for the purpose of relieving over-crowding.

48. To endeavour to contain hawkers within specified areas in Resettlement Estates, and to ensure that hawking is conducted within the spaces allocated, and in the right manner.

49. To press more vigorously for the enlargement of the Council's scope and its representation on various other public bodies.
