HONG KONG URBAN COUNCIL

MR. A. de O. SALES, CHAIRMAN OF THE URBAN AMENITIES SELECT COMMITTEE, replied as follows:

I am grateful to Dr. BELL for drawing attention to the need for considering the provision of public golf courses, chipping and putting greens, and driving ranges. As a first step I am arranging for the matter to be referred to this month's meeting of the Urban Amenities Select Committee.

I ought to clarify my position in answering this, Sir. You, as Chairman, appear to be in the bunker!, so I have been assigned to answer it for you. We have, as yet, to establish what "par" is for this question so that we may meet at an early hour at the nineteenth hole. (Laughter)

DR. BELL: May I suggest you ask Mr. SALES whether he himself is a golfer?

MR. SALES: -I do not play any plutocratic games! (Laughter)

DR. BELL: Mr. Chairman, would Mr. SALES please take steps to have people who can advise him regarding golf, on his own Amenities Select Committee?

MR. SALES: -Sir, we have no less a golfer than yourself on our Committee and I do not think we need any other expert opinion on such a subject as this one.

(4) MR. SOLOMON RAFEEK asked the following question:-

(a) Representatives of Tai Hom Village have complained that apparently there are only two street sweepers assigned to their village and therefore it is impossible to keep the village streets clean. Will the Chairman please advise what can be done in this respect?

(b) The residents of Tai Hom Village have also complained that rubbish piles (particularly where a fire took place last July) have been lying there for months, without any- thing being done by the Urban Services Department; can the Chairman take the necessary steps to meet the request of these residents?

DR. R. H. S. LEE, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, replied as follows:-

In answer to the first part of the question, I can inform you, Sir, that there are 12 labourers assigned to this Village for removing refuse, sweeping the paths and cleaning the latrines.

In answer to the second part of the question, the cleansing conditions have been discussed with the representatives of Tai Hom Village. I understand that the complaint refers primarily to an accumulation of charred timber and other materials on a fire site. This is now being removed. Action is being taken to improve the general standard of cleansing services provided to this area without the employment of any additional staff.

MR. RAFEEK:-Thank you, Dr. LEE.

MR. CHEONG-LEEN:-I would like to divorce policy from operation. Could I ask you, Mr. Chairman, as the head of the Urban Services Department, to confirm that there are twelve labourers assigned to this village for the purpose of removing refuse, etc.

CHAIRMAN: -As far as I am aware, Sir, yes.

MR. CHEONG-LEEN:-Mr. Chairman, when several of us visited this village, we were told by the Kaifong Leaders there that, for quite some time, they had noticed only two labourers. Mr. Chairman, do you know what happened to the missing ten? (Laughter)

MR. FORSGATE:-Perhaps they were playing golf. (Laughter)

MR. CHEONG-LEEN:-Would you prefer, Mr. Chairman, to file this as "The case of the missing ten" and refer it to the Select Committee concerned? (Laughter)

CHAIRMAN:-I would be glad to look into the matter. It probably depends on what time you called. It may have been while they were having their lunch.

MR. CHEONG-LEEN:-Mr. Chairman, Sir, may I repeat what I said. These were the views of the Kaifong Leaders who live there.

CHAIRMAN: -I assure you I will make investigations into the matter.

(5) MR. SOLOMON RAFEEK asked the following question:-

The several thousand residents living at the back of Tai Hom Village are very much concerned that public lighting has not been re-installed since it was damaged last July by fire; can the Director of Public Works look into the possibility of repairing the public lighting system in this area, particularly since it is seldom patrolled by police-men?
