MR. A. de O. SALES, CHAIRMAN OF THE URBAN AMENITIES SELECT COMMITTEE, replied as follows:
Much litter is deposited on the beach by the public, particularly at weekends. Some floating refuse is also washed up on to the beach from time to time. On the average ten baskets of such litter and refuse are removed by the Urban Services Department each day.
There is one point at the extreme east end of the beach where domestic waste water from Shek O Village sometimes flows on to the sand. The department is examining a scheme for remedying this situation during the coming winter.
The condition of our beaches would be greatly improved if the public would refrain from throwing litter indiscriminately but use instead the bins that are available. You will agree with me, for sure, that in Hong Kong there is the need for the public to show more civic pride and, if I may say so, more consideration for their neighbours. There does not seem to be enough appreciation of the fact that the condition of a city is also what the residents make of it. So let us hope the public will work together with the authorities to improve living conditions.
MR. SALES: Sir, may I say that I am grateful to Mr. Hu for giving me the opportunity of making this particular point.
MR. HU: Thank you, Mr. SALES. But, Mr. Chairman, am I correct in saying that the eastern part of Shek O Beach is particularly dirty because of the litter and refuse coming from the buildings nearby. Am I correct in saying that?
MR. SALES: Sir, that is the experience of your department and that is why the department is formulating this scheme for the winter which also takes into account the suggestion by Mr. Hu.
MR. HU: Could that scheme for remedying this lamentable situation be examined as soon as possible, not waiting until winter?
MR. SALES: Sir, may say that I heartily agree with Mr. Hu. It is up to you to assure us that your department does so without delay. (Laughter)
MR. HU: Mr. Chairman, do you agree with me that your department should examine this scheme as soon as possible and not wait until the winter?

CHAIRMAN: Sir, I can assure you that the intention is to examine it before the winter so that it can be carried out during the winter. It will be examined as soon as possible.
MR. HU: Thank you, Sir.
(16) MR. HENRY H. L. Hu asked the following question:
(a) Is the Chairman aware that on Sundays or Public Holidays there are not sufficient parking spaces in Shek O beach?
(b) Can the Chairman confirm that the shortage of parking spaces in Shek O becomes aggravated mainly because of administrative reasons?
MR. A. de O. SALES, CHAIRMAN OF THE URBAN AMENITIES SELECT COMMITTEE, replied as follows:
Immediately behind the beach there is a large car park accommodating 292 cars, 6 taxis and about 24 motor cycles and motor scooters. On weekends and public holidays, when the car park is full, the Police have organized parking for as many as 150 more cars along the roadside leading to the beach. There is therefore parking for over 450 vehicles within easy walking distance of the beach. It should be possible to extend the beach car-park. When necessary, the department will recommend this extension to the Urban Amenities Select Committee if it considers expenditure justified.
MR. HU: Mr. Chairman, through you, may I ask Mr. SALES is it not necessary to consider the extension of the car parking spaces?
MR. SALES: It may be so, Sir, but Mr. Hu may not be aware that the Urban Council has other plans for that area, perhaps a park, a small sitting-out area. Then it is a question of relating the need of the motorcar owner with that of the people for a playground and other such amenities, but I would like to point out to Mr. Hu that the Police seem to be doing more at Shek O than at other beaches on the island, and, in fact, I would like to take this opportunity to ask you, Sir, for the Police to show equal consideration to beach users elsewhere on the Island.
MR. HU: Thank you. Am I correct to say that the car parking spaces of 450 cars are quite sufficient in your view for public holidays or on Sundays? For the moment at least?
