HONG KONG URBAN COUNCIL
COMMISSIONER FOR RESETTLEMENT: —That is so.
MR. SALES: Mr. Chairman, may I ask a further supplementary question, which is germane to the one which Mr. CHEONG-LEEN has put to you? Has it not been suggested that in the case of unlicensed as well as licensed hawkers perhaps parking meters be installed to regulate the use of public land? (Laughter).
CHAIRMAN: -I believe it was suggested, Sir.
MR. SALES: Will you bring that suggestion to the attention of Government and the relevant Select Committee of this Council?
CHAIRMAN:-If you so wish, Sir.
MR. CHEONG-LEEN:-Mr. Chairman, may I ask who made that suggestion?
MR. SALES: --Mr. Chairman, I made that suggestion in public when I was invited to address the Lions Club, of which Mr. CHEONG-LEEN is a member. Unfortunately on that occasion Mr. CHEONG-LEEN was playing truant and he was not present to hear the suggestion being put to the other members of his club. (Laughter).
MR. BERNACCHI: Mr. Chairman, by way of enlarging upon the point, a group of hawkers who recently came to see me asked whether they could put money in parking meters and hawk as motor vehicles and I said: "not at present". (Laughter).
MR. SALES: -Mr. Chairman, in all seriousness, I would like to see the Chairman of the Hawkers Select Committee accepting that offer; perhaps the hawker problem would be reduced in size and it would be contained for the benefit of the other members of the public as well.
MR. CHEONG-LEEN:-Mr. Chairman, I do think that Mr. SALES' suggestion should be considered, in all seriousness, by the Hawkers Select Committee and therefore at the time when this subject is discussed by the Select Committee concerned, Mr. SALES be invited to attend. I would like to ask him now if he is prepared to attend?
MR. SALES: -Mr. Chairman, I would be delighted and I shall be there precisely at 8.45 a.m. (Laughter).
MR. BERNACCHI:-Mr. Chairman, may I therefore, as Chairman of the Hawkers Select Committee, formally invite Mr. SALES when the question is being discussed. I would add that at my conversation with the hawkers, I, in fact, indicated that there was at present no need for them to put money in the parking meters if the street was not prohibited from hawking by the Urban Council. But I think the whole question of streets where persons can hawk and streets prohibited from hawking must be gone over in conjunction with the Police, and I trust that unanimity can be reached as at present we are in discord with the Police over this matter and a discord is never enjoyable. (Laughter).
MR. SALES: -Mr. Chairman, I gladly accept the invitation from the Chairman of the Hawkers Select Committee to attend his meeting, if I can be assured by the Chairman that he will be there when the meeting is scheduled to start at 8.45 a.m. and that this matter will be fully considered throughout that meeting.
MR. CHEONG-LEEN:-Mr. Chairman, you have stated in reply to my supplementary that this matter is being considered by the Department. May I ask that the views of the Department be conveyed to the Hawkers Select Committee and that first a paper be prepared for circulation to the Committee?
CHAIRMAN: -Yes, Sir.
MR. CHEONG-LEEN:-Thank you.
MR. H. CHEONG-LEEN asked the following question:-
Will the Chairman inquire from Government whether it has a slum clearance policy for the urban areas? If so, what are the details; if not, why not?
THE CHAIRMAN replied as follows:
The answer to your question, Sir, is 'Yes'. I have conveyed your inquiry to the Colonial Secretariat and I am now awaiting a reply.
MR. CHEONG-LEEN:-Mr. Chairman, in view of the importance of this subject to the community, might I ask for your indulgence in having this reply tabled at a meeting of the Urban Council following the receipt of the reply?
CHAIRMAN:-Yes, Sir.
MR. CHEONG-LEEN:-Thank you.
MR. H. CHEONG-LEEN asked the following question:
Can the Commissioner for Resettlement give the exact number of persons who have been resettled for the period 1st April, 1964 to 30th June, 1964? In view of the resettlement figure arrived at during the past 3 months, what
